On September 10, according to the Government Office, Permanent Deputy Prime Minister Nguyen Hoa Binh chaired a conference to appraise the Project to establish Hue City directly under the Central Government.
At the conference, Minister of Home Affairs Pham Thi Thanh Tra reported on the appraisal of the dossier of the Project to establish Hue City under the Central Government, affirming that, up to now, the order, procedures for building and the content of the project dossier have been fully ensured according to regulations.
The establishment of Hue City under the Central Government is in accordance with the policies and orientations of the Party and the plans of the Prime Minister.
Regarding the name: "Hue City under the Central Government" is consistent with the history and cultural traditions of the locality and is agreed upon by the vast majority of voters, reaching 98.67% of the total number of voters in Thua Thien Hue province.
The establishment of Hue City under the Central Government and the arrangement and establishment of administrative units at district and commune levels must ensure that all prescribed conditions and standards are met.
Thua Thien Hue province has a plan and roadmap to reorganize the apparatus of agencies, organizations and units in the political system of the centrally-run city after its establishment; arrange and resolve the number of redundant cadres, civil servants, public employees and workers after the arrangement and establishment of district- and commune-level administrative units.
The project has been consulted with voters according to regulations; the results of the consultation achieved a high consensus rate (over 98%) and have been posted on the Government's electronic information portal. The project documents were approved by 100% of delegates attending the People's Council meetings at all levels.
After being established as a centrally-run city, Hue City has 9 district-level administrative units (including 2 districts, 3 towns and 4 districts), 133 commune-level administrative units, including (78 communes, 48 wards and 7 towns); reducing 8 commune-level administrative units.

Speaking at the conference, Permanent Deputy Prime Minister Nguyen Hoa Binh emphasized that this is a project of important political significance, clearly demonstrating the will, aspirations and consensus of the people of Thua Thien Hue province.
Becoming a centrally-governed city will create new influence and momentum not only for Hue City to develop but also make practical contributions to the region and the country.
The Permanent Deputy Prime Minister requested the People's Committee of Thua Thien Hue province to urgently develop a plan to complete the standards of a centrally-run type I urban area.
Develop a roadmap for organizational arrangement, proactively and reasonably resolve human resource issues, promptly motivate, do a good job of propaganda and mobilization, and have policies for cadres, civil servants, public employees, and workers, including surplus workers.
At the same time, train and improve the qualifications of cadres, civil servants and public employees to meet the requirements of the central urban government, enhance the effectiveness and efficiency of state management; develop plans to arrange, handle and use effectively and economically the headquarters and surplus public assets in accordance with the provisions of law.
The Permanent Deputy Prime Minister also requested the Ministry of Home Affairs to fully absorb the opinions of the members of the Appraisal Council and promptly complete the draft report and project of the Government to submit to the National Assembly at the 8th session of the 15th National Assembly next October.
