The Government Inspectorate has just issued Notice No. 3195/TB-TTCP announcing the Inspection Conclusion for 2 projects with difficulties and problems in Tuyen Quang province.
These are the Dairy cow and High-Tech Milk Processing Investment Project and the Song Lo 5 Hydropower Project.
The project to invest in dairy farming and high-tech milk processing is invested by Ha Giang High-Tech Dairy Farm Company Limited.
The goal is to invest in the construction of a dairy cow and dairy processing project applying high-tech processes, modern machinery, equipment and techniques in dairy cow and dairy farming production and milk processing.
Meanwhile, the Song Lo 5 Hydropower Project is invested by Xuan Thien Ha Giang Company Limited, with the goal of providing power sources for the National Grid, creating reservoirs with useful capacity to contribute to increasing downstream flow, creating irrigation water for agriculture, landscape for tourism, jobs for local workers, increasing revenue for the provincial budget, contributing to socio-economic development.
According to the announcement of the Government Inspectorate, through the direct inspection of the two above-mentioned projects, it was found that there were still some difficulties, problems, limitations, and shortcomings in approving investment policies and adjusting investment policies; the survey process of making detailed plans and proposing investment projects was not yet strict.
There is still a lack of consistency and unity in land area data between the detailed planning of the project and the higher-level planning, and no careful geological survey of the underground at the project location...
Both projects are behind schedule compared to the expected schedule according to the Decision approving the adjusted investment policy due to the impact of the COVID-19 epidemic, difficulties and problems in site clearance.
"To avoid limitations and shortcomings as mentioned, the responsibility belongs to the Chairman and Vice Chairman of the Provincial People's Committee in charge of relevant areas during the period; Directors and Deputy Directors in charge of relevant areas during the period: Department of Finance, Department of Agriculture and Environment, Department of Construction, Department of Industry and Trade; Head of the Economic Zone Management Board, Deputy Head of the Economic Zone Management Board in charge of relevant areas during the period; Chairman and Vice Chairman of the People's Committee of Vi Xuyen district, Bac Quang district in charge of relevant areas during the period; Investors and related organizations and individuals" - the Conclusion Notice of the Government Inspectorate clearly stated.
The Government Inspectorate recommends that the Prime Minister direct the People's Committee of Tuyen Quang province to organize a review, clarify responsibilities and handle according to authority or report and recommend competent authorities to handle; at the same time, direct the heads of agencies, units, localities and organizations and individuals to seriously review and clarify the responsibilities of each organization and individual related to the limitations and shortcomings stated in the Inspection Conclusion, thereby determining the form of handling according to the provisions of law.
