Inspector recommends reviewing responsibility for 2 BT projects

The Government Inspectorate recommends reviewing responsibilities related to two construction investment projects under the BT contract form.

On October 16, information from the Government Inspectorate said that, regarding the management of construction investment in Phu Yen province, this agency recommended reviewing the responsibilities related to 2 construction investment projects under the form of BT contracts.

According to the Government Inspectorate, in the period 2016 - 2020, there were still some shortcomings and violations in the management of public investment capital.

Regarding the appraisal and approval of investment policies, 18 projects with an investment level of over VND 3,787 billion were approved but have not been implemented, stopping at the stage of project investment preparation, causing waste of investment costs; many projects are slow to be completed and put into use due to the loose appraisal and approval of investment policies, and the failure to balance capital sources according to project progress.

Bidding work still has errors and violations in the appraisal and approval of bidding plans, the preparation of bidding documents, request documents, and evaluation of contractor selection results; the savings through bidding are still low, not saving the budget.

The application of standards, norms, volume calculation, unit prices; inspection, acceptance and payment work are not in accordance with legal regulations; it is necessary to consider the responsibilities related to 2 investment projects in the form of BT contracts (Dien Bien Phu, Tuy Hoa road project and the project to upgrade the road connecting the two provinces of Phu Yen and Gia Lai) regarding the order, procedures and authority are not in accordance with legal regulations.

Particularly for projects using non-state capital, the inspection agency also pointed out that the process of appraising, approving investment policies, and granting investment certificates still had violations and shortcomings, such as approving investment policies for projects not included in the planning and land use plans; not appraising financial capacity, and organizing the selection of investors according to regulations.

"The responsibility for the above-mentioned violations lies with the Chairman of the Provincial People's Committee, Vice Chairman of the Provincial People's Committee in charge of the field; directors of relevant departments and agencies; Chairmen of the People's Committees of districts, towns and cities; investors of projects with violations and related organizations and individuals," said the Government Inspectorate.

Also related to the inspection activities in Phu Yen, the Government Inspectorate recommends that the Chairman of the People's Committee of Phu Yen province thoroughly resolve the shortcomings and violations of the following projects:

High-class urban area Phuong Hoang Garden Tuy Hoa city, Hon Mo O gold mine exploitation project in Song Hinh district, Sunrise Phu Yen high-class island tourism project of Sunrise Phu Yen Company Limited, New City Vietnam high-class complex tourism project of New City Vietnam Company, Cu Lao Mai Nha high-class resort project of Xuan Thien Ninh Binh Company Limited, Dac Loc Hotel project of Dac Loc Seafood Company Limited, Nui Thom eco-tourism project, Bai Xep beach tourism and Sao Mai beach tourism of Sao Viet Construction and Tourism Joint Stock Company, Nam Hung Vuong social housing project of Bich Hop Company Limited.
