On September 16, at the Government headquarters, Deputy Prime Minister Tran Hong Ha chaired a meeting of the Prime Minister's Working Group on directing and urging the review and proposal to competent authorities to issue specific mechanisms, policies, and related documents to implement the Politburo's direction on projects and plans to remove difficulties and obstacles for projects and land in inspection, examination, and judgment conclusions in a number of provinces and cities (projects).
According to the Office of the Government, the working group is headed by Deputy Prime Minister Tran Hong Ha; Deputy Heads include Minister of Natural Resources and Environment (TNMT), Minister of Justice, Inspector-General and leaders of several ministries, branches, central agencies, and 5 provinces/cities (Hanoi, Ho Chi Minh City, Da Nang, Khanh Hoa, Long An).
The Deputy Prime Minister emphasized that the Government's plan to implement the Politburo's direction on the project has assigned specific tasks to each ministry, branch, and locality.
"The most important thing is to identify the right people and clear tasks in organizing the implementation of the Politburo's direction, the Plan, and the project issued by the Prime Minister," said Deputy Prime Minister of the Government.

At the meeting, Deputy Minister of Natural Resources and Environment Le Minh Ngan affirmed that the Ministry will urgently develop a draft Resolution of the National Assembly to remove difficulties and obstacles in handling violations of land use time; land allocation and leasing without auction and re-determination of land prices, financial obligations on land... "quickly, promptly, with the highest quality".
Inspector-General Doan Hong Phong noted that ministries, branches and localities must closely follow the timelines set out in the Government's plan to implement the Politburo's direction on the project.
Chairman of the Ho Chi Minh City People's Committee Phan Van Mai said that the city has issued an implementation plan immediately after the National Assembly and the Government issued resolutions and decrees according to their authority; closely coordinating with ministries, branches, and prosecution agencies in the spirit of "removing obstacles must be very clear".
Concluding the meeting, the Deputy Prime Minister of the Government requested the Ministry of Natural Resources and Environment to closely follow the assigned tasks, clearly identify legal-related problems when drafting the National Assembly's resolution, ensure comprehensiveness, no omissions, and not include issues under the authority of the law.
The Ministry of Justice and the Office of the Government closely coordinate with the Ministry of Natural Resources and Environment to review and finalize the draft resolution, report, and seek opinions from the Government and the Prime Minister; and propose a simplified procedure for the National Assembly to approve at the 8th session (15th tenure).
Deputy Prime Minister of the Government assigned the Ministry of Planning and Investment (MPI) to preside over and coordinate with the Ministry of Finance and the Ministry of Natural Resources and Environment to develop and submit to the Prime Minister for consideration and promulgation of mechanisms and policies to remove difficulties and obstacles in land price calculation for projects signed to implement BT contracts, in October 2024.
Deputy Prime Minister of the Government requested localities to clearly identify the contents that need guidance from ministries and branches; review remaining projects with similar problems and report to competent authorities in the first quarter of 2025.
