
Attending were Comrade Nguyen Van Quang, member of the Central Executive Committee of the Communist Party of Vietnam, Chief Justice of the Supreme People's Court of Vietnam and Comrade Truong Quan, member of the Central Executive Committee of the Communist Party of China, First General Judge, Chief Justice of the Supreme People's Court of China.
Also attending were Ambassador Extraordinary and Plenipotentiary of the People's Republic of China to Vietnam He Wei, members of the Chinese delegation, and leaders of the People's Courts of provinces bordering Vietnam and China.
Maintaining stability in the Vietnam - China border area
At the talks, the Chief Justice of both sides affirmed that cooperation between the Supreme People's Courts of the two countries is an important component in the overall relationship between the two Parties and the two countries of Vietnam and China.
At the same time, the two sides believe that the judicial cooperation between the two countries is increasingly substantial, effective and practical, contributing to further strengthening the comprehensive strategic cooperative partnership, promoting the community of sharing the future of Vietnam - China.

The two sides also affirmed that the People's Court plays a central role in ensuring social order, discipline and stability - the core values of a country with sustainable development.
Through independent, objective and strict trial activities, the Court contributes to effectively fighting crimes, promptly handling violations of the law, thereby maintaining political security and social order and safety.
In addition to the discussion contents, the Chief Justice of the People's Courts of the two countries shared the results of current judicial reform work and gave opinions on the proposal for Vietnam to host the 4th China - ASEAN Judicial Forum in 2026.
After the talks, delegates from both sides held a conference and discussed 4 topics including: Assessing the cooperation situation between the People's Courts of border provinces based on the results of the first conference; Experience in trying cases of smuggling and human trafficking across borders in conjunction with the goal of preventing and combating this type of crime; Sharing experiences on the mechanism of dispute resolution at the Court and outside the Court; Research on the establishment of a cooperation mechanism to collect evidence of civil and commercial cases between Vietnam and China.
Emphasizing in his opening speech, Chief Justice of the Supreme People's Court of Vietnam Nguyen Van Quang said that in the face of the current complex and unpredictable developments in international and transnational violations and crimes, more than ever, the Courts of the two countries continue to strengthen closer coordination to jointly fulfill their responsibilities, contributing to the development of the special relationship between the two countries and said that today's conference also aims for that goal.
This event is of great significance, a milestone for the deeper development of cooperation between the Court systems of the two countries, and at the same time takes judicial cooperation to a new level, commensurate with the new content and new positioning of our bilateral relationship, said Chief Justice Nguyen Van Quang.

According to the Chief Justice of the Supreme People's Court of Vietnam, the cooperation activities of the People's Courts of the two countries are constantly developing at the central and local levels. The close cooperation of the Courts of the two countries to effectively resolve transnational issues in the fields of civil and trade and coordinate the fight against crime has not only had, is and will have a positive impact on the development and international integration process of each country but also contribute to maintaining stability in the border area and promoting the friendship between Vietnam and China.
Further fulfilling the role of "protecting justice and protecting the people"
Speaking at the conference, Chief Justice of the Supreme People's Court of China Zhang Jun emphasized that Vietnam - China judicial cooperation has been maintained stably and effectively for many years with increasingly extensive delegation exchanges, experience sharing and professional seminars and the first conference in 2023 has become a model of cooperation.

The Chief Justice of the Supreme People's Court of China proposed to continue to enhance judicial trust and share trial experiences; maintain a regular coordination mechanism, expand cooperation to the field of digital courtrooms, digital transformation, train cadres and convert common perceptions into specific actions through research on signing cooperation documents, enhancing information sharing and coordinating the resolution of cross-border crimes.

After the opening session, under the direction of Comrade Pham Quoc Hung, Deputy Chief Justice of the Supreme People's Court of Vietnam and Comrade Ly Dung, Deputy Chief Justice of the Supreme People's Court of China, the delegates exchanged and discussed the contents that had been proposed.
Then, in the spirit of high consensus and unity, witnessed by the delegates, the Chief Justice of the Supreme People's Courts of Vietnam and China signed a Joint Statement, marking the success of the second Conference of People's Courts of the Vietnam - China Border Provinces.
Closing the Conference, Chief Justice of the Supreme People's Court Nguyen Van Quang highly appreciated the opinions discussed, carefully prepared, focusing on sharing experiences and difficulties and problems in handling the proposed contents; in which he emphasized the importance of strengthening and fostering capacity to improve the team of Judges and officials of the Courts of the border provinces of the two countries in terms of professional expertise and skills in resolving cases and incidents with foreign elements.
Chief Justice Nguyen Van Quang pledged to continue implementing the contents noted by the two sides in the Joint Statement as well as the Memorandum of Understanding on cooperation between the Supreme People's Courts of the two countries signed on May 3, 2018.
The Supreme People's Court of Vietnam will orient and encourage the provincial People's Courts of Vietnam to proactively exchange trial experiences, strengthen coordination with the People's Courts of the same level of China to jointly fulfill their responsibilities.
I believe that, on the basis of the friendship between the Party, State and People of Vietnam - China, the People's Courts of the two countries will further fulfill their role as protecting justice, protecting the people, spreading the spirit of respecting the law more widely, contributing to maintaining the security and society of the border provinces, Chief Justice Nguyen Van Quang expressed.

The 2nd General Statement of the Vietnam - China Border Provinces People's Court Conference shows:
1. This conference is in line with the need for judicial cooperation between the two sides to concretize the content of the Memorandum of Understanding on Cooperation between the Supreme People's Courts of the two countries dated May 3, 2018 at the First Conference and to meet practical requirements in the context of increasing crimes of smuggling and human trafficking across borders, increasingly complex civil and commercial disputes across borders. Thereby, the Conference contributes to deepening the Comprehensive Strategic Cooperative Partnership, promoting the building of a Vietnam - China Community of Shared Future of strategic significance, promoting mutually beneficial cooperation between the two sides.
2. The conference highly appreciated the information and experiences exchanged by the two sides on the trial of cross-border human trafficking and human trafficking cases; and the mechanism for dispute resolution at the Court and outside the Border Court.
3. The conference affirmed the need to strengthen cooperation in collecting evidence in civil and commercial cases between the two sides. People's Courts in border areas need to study and develop a mechanism for coordination and information sharing; support each other in entrusting the collection of evidence, issuance of litigation documents according to the laws of each country and according to international treaties to which the two countries are members to promptly resolve difficulties and problems in the process of resolving cross-border civil and commercial cases.
4. The conference affirmed the need to strengthen cooperation in training and fostering Judges and officials of the Courts of the border provinces of the two countries in terms of professional expertise and skills in handling cases with foreign elements.
5. People's Courts in border provinces need to coordinate with relevant agencies to do a good job of propagating and disseminating laws of each country to the people; raise awareness and promote the role of people in the work of detecting, fighting and preventing crimes in border areas, especially crimes of smuggling and human trafficking, contributing to maintaining security and order and stability in border areas of the two countries.
6. The conference agreed that the Supreme People's Court of China will preside over the organization of the third Conference of the People's Courts of Vietnam - China border provinces in 2027 in China; assign the international cooperation units of the two sides to act as focal points to advise and propose to the leaders of the Supreme People's Courts of the two countries on specific issues related to the implementation of this Notice.
