On August 6, Central Party Committee member, Deputy Prime Minister Tran Hong Ha worked with the Ministry of Construction and the Vietnam Association of Architects on social housing design.
Deputy Minister of Construction Nguyen Van Sinh said that practical needs require a typical design model, recognized by competent authorities, thereby helping to shorten procedures and quickly implement social housing projects.
Concluding the meeting, the Deputy Prime Minister said that the contest for designing social housing models must not only stop at providing architectural ideas but must aim at the overall image of social housing in urban areas, ensuring identity, architecture, and safe structure.
At the same time, shorten procedures and create favorable conditions for investors in social housing development to choose and properly implement processes and regulations on architecture, construction, rectification, overcoming chaos, and uncontrolled urban development.
The Deputy Prime Minister requested the Ministry of Construction and the Vietnam Association of Architects to coordinate in re-determining the design of feasible social housing models, avoiding expectations beyond practical capacity.
According to the Deputy Prime Minister, if the social housing design model reaches a completion rate of 50-60%, it can completely shorten the licensing process in the locality.
For standard social housing models, if the technical steps and fire prevention and fighting are completed, the licensing time can be shortened to 1/3.
However, you should not expect a design model that can be used everywhere, all types of works. Instead, it is necessary to identify social housing models as a technical - aesthetic recommendation system, helping localities choose in accordance with planning, landscape, cultural identity, lifestyle and local terrain and geological characteristics.
Approaching social housing design cannot be limited to each apartment. Each design model needs to take into account the function, structure, price, materials and even social institutions such as schools, hospitals, playgrounds, community activities... At the same time, it is necessary to unify social housing and general urban architecture.
The Association of Architects needs to organize competitions to shape architecture at the regional, city or specific area level.
For example, the architectural design competition oriented towards regional and urban - rural development aims to concretize the spirit of the Architecture Law, thereby contributing to building regional architectural identity, ensuring harmony in planning.
Another direction is the competition to design housing models for remote areas, ethnic minority areas and areas affected by natural disasters such as floods and landslides.
These models need to ensure simple technical factors, in accordance with local identity, and do not require complicated licensing. This is also a way to orient sponsoring organizations when implementing the construction of houses for people in disadvantaged areas.
The Government leader suggested that there should be a scientific competition, not simply art, to build a set of technical recommendations on foundation, geology, structure, and materials. The products are research, numbers, and surveys that help shorten appraisal and licensing procedures.
This is a job for construction and technical experts rather than architects. If the technical regulations are too heavy, the architect will not be able to do it.
