Member of the Politburo, National Assembly Chairman Tran Thanh Man signed to issue Resolution No. 76/2025/UBTVQH15 of the National Assembly Standing Committee on the arrangement of administrative units in 2025.
The Resolution has just been approved by the National Assembly Standing Committee on April 14 at the 44th session and takes effect from April 15.
According to the resolution, the arrangement and consolidation of agencies and organizations of the local government when arranging administrative units must ensure the principle of unity and associated with the arrangement of the Party organization and socio -political organizations of the same level under the guidance of the competent authority.
Organizing the People's Council (People's Council), People's Committee (People's Committee), agencies of the People's Council, the People's Committee of the provincial and commune levels after arranging administrative units in accordance with the law on the organization of local governments and the guidance of the competent authority.
In case the new administrative unit after arranging keeps the name of one of the previous administrative units, the Council's course in the administrative unit after arranging continues according to the lock of the People's Council in the administrative unit to keep the name;
In case a new administrative unit after arranging changes to the name or changing the type of administrative unit, the Council's course in the administrative unit after the arrangement is recalculated from the beginning (Session I) from the time of establishment.
In case the People's Council is one of the provincial administrative units before the organization of the Ethnic Minority Committee, the provincial People's Council in the administrative unit after the arrangement is also organized for ethnic minorities to operate until the end of the term 2021 - 2026.
The establishment of other committees of the People's Council shall comply with the provisions of the Law on Organization of local governments.
Importing the status quo of the National Assembly Delegation Office and the provincial People's Council, the specialized agencies under the provincial People's Committee are held unanimously organized in localities.
For specific specialized agencies under the provincial People's Committee, the organization is considered and decided by the provincial authorities to conform to the Government's regulations.
The arrangement of other administrative agencies and organizations under the provincial People's Committee shall comply with the Government's regulations.
The organization of public non -business units provides public non -business services in the area of administrative units after arranging comply with the guidance of the competent authority.
The organization of central state agencies is organized along the vertical industry in the area of administrative units after arranging comply with the relevant law and guidance of the competent authority.
Local authorities in commune -level administrative units after arranging completed the consolidation of the apparatus and officially put into operation at the latest on August 15, 2025.
Local authorities in the provincial administrative units after arranging to complete the consolidation of the apparatus and officially put into operation at the latest on September 15, 2025.
Since the resolutions of the National Assembly, the National Assembly Standing Committee on arrangement of administrative units at the provincial and commune levels takes effect, the People's Council and People's Committee in the administrative units before arranging continues to operate until the People's Council and People's Committee are in the administrative unit after the official arrangement.
