Ms. Tran Thao Quyen is currently working in the Education sector in Tra Vinh province. From the 2018-2019 school year to the 2023-2024 school year, she was awarded the title of Advanced Worker. In the 2023-2024 school year, she was awarded the title of Emulation Fighter at the grassroots level.
With the achievements and standards achieved over the past 6 years, Ms. Quyen believes that she is qualified to request a salary increase 6 months ahead of schedule.
Her regular salary increase period is calculated from January 1, 2022. If it is 6 months earlier, her salary increase period must be July 1, 2024.
However, the District Department of Internal Affairs where she works said that because Ms. Tran Thao Quyen's achievements were recognized according to Decision No. 2592/QD-UBND dated September 19, 2024 of the District People's Committee Chairman, the time for considering early salary increase is determined from October 1, 2024 to September 30, 2025.
The next time for Ms. Tran Thao Quyen to receive a regular salary increase is January 1, 2025. Thus, the total time for Ms. Tran Thao Quyen to be considered for an early salary increase from October 1, 2024 to December 31, 2024 is 3 months.
"According to the Department of Internal Affairs, I will only be given an early salary increase after the decision to recognize my achievements in the 2023-2024 school year. Therefore, I will only be given an early raise of 3 months instead of 6 months as my achievements. I would like to ask if the Department of Internal Affairs in my district is handling this reasonably?" - Ms. Thao wondered.
Regarding the reflection and recommendation of Ms. Tran Thao Quyen, the Ministry of Home Affairs said: Pursuant to Point a, Clause 1, Article 4 of Circular No. 08/2013/TT-BNV dated July 31, 2013 of the Minister of Home Affairs clearly stipulates:
The head of the agency or unit managing cadres, civil servants, public employees and workers is responsible for discussing with the Party Committee and the Executive Committee of the trade union at the same level to:
Issue regulations on early salary increase due to outstanding achievements in performing tasks of the agency or unit, which must clearly stipulate the standards, levels and outstanding achievements in performing tasks, the time for early salary increase corresponding to different levels of achievements of cadres, civil servants, public employees and workers and the order of priority for early salary increase for those with the same outstanding achievements to serve as a basis for early salary increase for subjects under the scope of management.
According to the Ministry of Home Affairs, the implementation of policies for cadres, civil servants and public employees in Tra Vinh province is under the authority of the Provincial People's Committee. Therefore, the Ministry of Home Affairs has asked her to contact the agency managing cadres, civil servants and public employees of Tra Vinh province (Department of Home Affairs) for clarification.
