1. The Party Central Committee basically agreed on the content of the following documents: The direction of personnel work of the 14th National Congress of the Party includes the orientation for allocating the structure and number of official 14th Party Central Committee members; Standards, structure, number and principles for allocating delegates to the 14th National Congress of the Party; giving opinions on additional personnel for the Politburo and Secretariat for the 14th term 2026 - 2031.
The Party Central Committee unanimously stated: The personnel work direction of the 14th National Party Congress is a particularly important document, deciding the entire preparation and election of personnel for the Party Central Committee, Politburo, Secretariat, General Secretary and key leadership positions of the State, contributing to the success of the 14th National Party Congress. The personnel preparation for the 14th National Party Congress needs to be carried out synchronously, scientifically, methodically, closely, democratically, objectively and transparently; ensure proper implementation of Party regulations, the principle of democratic centralism and the provisions of law; must put national and ethnic interests first and foremost; resolutely not to "pass" those who do not ensure standards and conditions, and are not worthy of participating in the 14th Party Central Committee.
The Party Central Committee assigned the Politburo to base on the Central Committee's discussion opinions, the Politburo's report on receipt and explanation to direct the completion, promulgation of the above documents and implementation.
2. The Party Central Committee agreed to the policy of merging 3 Reports including: Political Report, Socio-Economic Report, Report on summarizing Party building and implementing the Party Charter (content of Party building work); approving the basic content of the draft documents to be submitted to the 14th National Congress of the Party as follows:
2.1. On the Draft Political Report submitted to the 14th National Congress of the Party
The Party Central Committee unanimously assessed the consolidation of the Reports as a new, breakthrough thinking, demonstrating creative approaches, avoiding duplication and lack of consistency between the Reports, accurately demonstrating the stature of the Political Report, clear viewpoints, policies, strategic orientations, specific key tasks, and strategic breakthroughs of high action and consistency. Along with the new Political Report is the Joint, unified Action Program to successfully implement the Resolution of the 14th National Party Congress.
The Party Central Committee requested that the new Political Report must be completed in the direction of ensuring inheritance and innovation, reflecting the country's development practices; clearly defining the goals of the 14th Congress term and vision to 2045, 2050 and beyond, associated with two goals: 100 years under the leadership of the Party, 100 years of the Socialist Republic of Vietnam; emphasizing new development drivers, including science and technology, innovation, digital transformation, developing high-quality human resources, and effectively exploiting the advantages of extensive international integration; affirming the key role of Party building and rectification, the work of preventing corruption, waste and negativity; fighting against individualism, group interests, degradation of ideology, ethics, and lifestyle; enhancing leadership capacity, improving the control of power; enhancing the leadership capacity, improving the management and control of the national government and the political system; and effectively exploiting the advantages of the Party's organization and operation.
2.2 On the Draft Report summarizing a number of theoretical and practical issues on the socialist-oriented innovation in Vietnam over the past 40 years
The Party Central Committee unanimously assessed that the Draft Report had been reviewed, supplemented, updated, and finalized, ensuring consistency between reports.
The Party Central Committee contributed many profound, intellectual and responsible opinions to continue perfecting the draft Report, focusing on researching and objectively assessing the context of the world, region and country affecting Vietnam over 40 years of renovation; on the development of the Party's theoretical awareness over 40 years of renovation; achievements, limitations and lessons learned in the practice of building Vietnam Social Policy; forecasting the situation, viewpoints and orientations and solutions to continue to comprehensively and synchronously promote the cause of innovation, construction and development of the country and national defense in the new period.
2.3. On the Draft Report summarizing the implementation of the Party Charter
The Party Central Committee unanimously assessed the draft Report to focus on clarifying the dissemination, concretization, implementation, inspection and supervision of the implementation of the Party Charter, the Central's regulations and instructions on the implementation of the Party Charter; objectively, comprehensively and deeply assess the results achieved, limitations, difficulties, obstacles and inadequacies in each content.
Regarding the supplementation and amendment of the Party Charter, the Party Central Committee agreed to report to the 14th National Congress of the Party to assign the 14th Party Central Committee to lead and direct research and summarize practical proposals to amend and supplement the Party Charter and the political platform for national construction during the period of socialism to the 15th National Party Congress on the occasion of the 100th anniversary of the Party's founding (1930 - 2030); orient the content and assign the Politburo to direct competent agencies to conduct research and summarize the implementation of the Party Charter right from the beginning of the term to report to competent authorities for consideration and proposal to supplement and amend the Party Charter.
The Party Central Committee assigned the Politburo to base on the Central Committee's discussion opinions and the Politburo's acceptance and explanation report to direct the Document Subcommittee, the Socio-Economic Subcommittee and the Party Charter Subcommittee to accept and complete the above draft documents to send to the Party Congresses at all levels for the 2025-2030 term according to regulations.
3. The Party Central Committee agreed with the proposed contents of the Government Party Committee on a number of contents amending and supplementing the resolutions and conclusions of the Central Committee.
3.1. Regarding Resolution No. 18-NQ/TW, dated June 16, 2022 of the 13th Party Central Committee on continuing to innovate and perfect institutions and policies, improving the effectiveness and efficiency of land management and use, creating motivation to make our country a developed country with high income
The Party Central Committee unanimously assessed that after 03 years of implementation, Resolution No. 18-NQ/TW has achieved many important results. The innovative viewpoints and contents of the Resolution have been institutionalized and implemented synchronously and promptly, initially proven to be correct and appropriate in practice, contributing to the liberation of land resources to meet the development requirements of the country. The Party Central Committee agreed to continue to be steadfast and consistent in recognizing and implementing the viewpoints, goals, tasks and solutions of the Resolution.
However, the implementation process still has some difficulties and problems that reduce the effectiveness and efficiency of state management and have not fully exploited the potential of land resources to serve the socio-economic development of the country. On the other hand, in the context of many rapid, complex and unpredictable changes in the international and regional situation, our Party and State have issued many major policies and guidelines to create a political and legal basis to develop the country quickly and sustainably in the new era, requiring a number of viewpoints, tasks and solutions of Resolution No. 18-NQ/TW to be adjusted and supplemented to suit the requirements of national development in the new situation.
The Party Central Committee discussed and agreed to supplement the guiding viewpoints of Resolution No. 18-NQ/TW to suit the new context; amend the objectives of Resolution No. 18-NQ/TW to suit the situation and implementation capabilities in practice; adjust and supplement a number of tasks and solutions of Resolution No. 18-NQ/TW.
3.2. Regarding Resolution No. 27-NQ/TW, dated November 9, 2022 of the 13th Party Central Committee on continuing to build and perfect the Socialist Republic of Vietnam's rule of law state in the new period
The Party Central Committee unanimously assessed that the implementation of Resolution No. 27-NQ/TW in the past has achieved many positive results. Theoretical thinking and awareness of the socialist rule of law state are constantly being perfected. The legal system is formed and perfected relatively synchronously, publicly, transparently, easily accessible, basically regulating all areas of social life; creating a legal foundation for socio-economic development, ensuring national defense, security and international integration.
However, the work of law-making still exists and is limited. The thinking of law-making in some areas is still towards management, limiting innovation, unlocking resources, and creating new growth momentum. The authority to legislate and make regulations has not been clearly and reasonably defined. Require the development of laws with specific content, directly effective in some cases leading to lack of flexibility, requiring frequent amendments and supplements to meet practical requirements, not ensuring stability and long-term.
In order to overcome the above limitations and shortcomings, the Party Central Committee agreed to amend and supplement the content of "Strengthening the development of laws with specific content, directly effective" in Section IV.2. Resolution No. 27-NQ/TW aims to strongly shift from "management" thinking to "creating development" thinking, promoting timeliness and flexibility in law-making to meet the requirements of rapid and sustainable development, removing institutional bottlenecks and obstacles, and at the same time, clearly and reasonably defining the authority of the legislative body and making regulations, ensuring the requirement that the provisions of the law must be stable and have long-term value.
3.3. Regarding Resolution No. 29-NQ/TW, dated November 4, 2013 of the 11th Party Central Committee on fundamental and comprehensive innovation of education and training, meeting the requirements of industrialization and modernization in the context of a socialist-oriented market economy and international integration
The Party Central Committee discussed and agreed to assess that after more than 10 years of implementing Resolution No. 29-NQ/TW, the education and training sector has achieved many important results. The whole country has completed the popularization of preschool education for 5-year-old children; firmly maintained and gradually improved the quality of primary and secondary education; the quality of mass and spearhead general education has been increasingly improved; continuing education has developed diversely in content and form; vocational education has developed strongly in quantity and focused on improving quality to gradually better meet the needs of the labor market; Higher education continues to innovate, associated with enhancing autonomy, creating strong changes in quality and efficiency in human resource training and scientific research; a number of universities and training groups are highly ranked in the region and the world.
However, the implementation of Resolution No. 29-NQ/TW still faces some difficulties and problems. The apparatus and internal management system in higher education and vocational institutions are still cumbersome and overlapping; the organization of school councils has some roles that overlap with the Party organization, leading to the Party organization not fully promoting its leadership role, causing difficulties for the operation of educational institutions. The promotion of financial autonomy and the socialization of education associated with state budget cuts have affected the development of public education, especially in higher education and vocational education. Determining the autonomy of educational and training institutions only based on the level of financial autonomy that hinders the assignment and implementation of autonomy of educational and training institutions, affecting the quality of training and scientific research.
The Party Central Committee discussed and agreed to amend and supplement Resolution No. 29-NQ/TW to remove difficulties and obstacles caused by some contents of this Resolution.
3.4. On the Conclusion of the 6th Conference of the 13th Party Central Committee on "orientation of the National Master Plan for the period 2021 - 2030, vision to 2050"
The Party Central Committee discussed and agreed to assess that the adjustment of the national master plan for the period 2021 - 2030, with a vision to 2050, is necessary and urgent to determine comprehensive, comprehensive, and breakthrough solutions to concretize the Party's policies and guidelines; maximize the potential and advantages of the country; create a basis for adjusting other national plans, regional plans, and provincial plans, ensure consistency, unity, and create a foundation for developing plans for the next period.
The Party Central Committee agreed to review and adjust growth targets, ensuring compliance with the double-digit growth scenario; adjustment of zoning and regional linkage plans; review and adjust the direction of organizing socio-economic space and development orientation for each socio-economic region; review and adjust the development orientation of dynamic regions, growth poles and economic corridors of the country; review, adjust and supplement new updates to the infrastructure system, focusing on transport infrastructure, energy infrastructure and important national-level social infrastructure (health, education, culture, science, technology and innovation...) to ensure compliance with the orientation of organizing new socio-economic space after the arrangement of provincial-level administrative units.
The Party Central Committee assigned the Politburo to base on the Central Committee's discussion opinions and the Politburo's report on acceptance and explanation to complete the amendment and supplementation of the above resolutions and conclusions. If necessary, to proactively and promptly resolve arising problems, assign the Politburo to decide on a number of new contents under the decision-making authority of the Central Committee or other than the contents of the Central Committee's resolutions and conclusions in the spirit of ensuring stability, national development and serving the people, and report to the Central Executive Committee at the nearest conference.
4. Regarding the Party Congresses at all levels, the Party Central Committee determined: The Party Congresses at all levels for the 2025-2030 term are of special significance, not only a large and extensive political activity in the entire Party and people but also a premise for successfully organizing the 14th National Congress of the Party. The Party Central Committee requested the Central Organizing Committee, provincial Party Committees, city Party Committees, and affiliated Party Committees to urgently implement plans to organize congresses at all levels, promptly handle arising problems, avoid being passive, delayed, or allowing internal disunity to occur.
5. The Party Central Committee disciplined by removing from all positions in the Party comrades: Nguyen Xuan Phuc - former Politburo member, former President; Vo Van Thuong - former Politburo member, former President; Vuong Dinh Hue - former Politburo member, former National Assembly Chairman; Le Minh Khai - former Secretary of the Party Central Committee, former Deputy Prime Minister; expelled from the Party comrade Nguyen Thi Kim Tien - former member of the Party Central Committee, former Minister of Health.
6. The Party Central Committee agreed to let comrade Do Duc Duy - Member of the Party Central Committee, Minister of Agriculture and Environment cease to hold the position of Member of the 13th Party Central Committee and comrade Vo Chi Cong - Alternate Member of the Party Central Committee, former member of the Standing Committee of the City Party Committee, former Head of the Propaganda and Mass Mobilization Committee of the Can Tho City Party Committee cease to hold the position of Alternate Member of the 13th Party Central Committee.
7. The Party Central Committee gave opinions on personnel for the Politburo to decide to introduce to the 15th National Assembly for approval to hold the position of Minister of Agriculture and Environment for the 2021 - 2026 term.
8. Regarding the operation of the two-level local government model, the Party Central Committee agreed to assess and initially deploy the two-level local government model in 34 provinces and cities, with 3,321 communes, wards and special zones, preliminary results show that the apparatus basically operates well, without major problems, civil servants are initially adapting; the work handling process is relatively smooth, public services are resolved faster; People expressed their agreement and expected the new model to be more effective.
The Party Central Committee noted the need to continue to improve guiding regulations, build a joint professional process; promptly adjust shortcomings in assigning and decentralizing tasks; improve the quality of retraining and fostering cadres, especially at the commune level; strengthen supervision, inspection, and periodic assessment of the model's operational efficiency.
The Party Central Committee assigned the Government Party Committee, Party Committees of Central Party Agencies; Party Committees of the Fatherland Front and Central organizations, Party Committees of provinces and cities to continue to closely monitor the situation, and make a comprehensive summary after 6 months to propose adjustments in accordance with reality.
9. The Party Central Committee reviewed and commented on the Reports on the results of implementing Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Party Central Committee from November 2024 to July 2025; the country situation in the first 6 months of 2025; on the important tasks that the Politburo has resolved since the 11th Central Conference to the 12th Central Conference and some key tasks to the 13th Central Conference of the 13th tenure; on new developments in the world and regional situation since the 11th Central Conference and our viewpoints and policies.
The Central Executive Committee calls on the entire Party, people and army to join hands, be unanimous, strive to overcome difficulties and challenges, ensure the smooth, effective and efficient operation of the two-level local government model, successfully complete the socio-economic development tasks in 2025 and successfully organize party congresses at all levels towards the 14th National Congress of the Party.
