1. On July 19, 2025, the 12th Conference of the 13th Party Central Committee continued the second working day and closed the Conference.
In the morning, the Central Committee discussed in the Hall, comrade Pham Minh Chinh - Politburo member, Prime Minister, on behalf of the Politburo chaired the Conference.
The Central Government observed a minute of silence to commemorate the late General Secretary Nguyen Phu Trong - a particularly outstanding leader of our Party, State and People, one year after the late General Secretary passed away.
The Central Committee discussed the contents discussed in groups on the afternoon of July 18, 2025, including: (1) orientation of personnel work for the 14th National Party Congress; standards, structure, number and allocation of delegates to the 14th National Party Congress. (2) Draft documents to be submitted to the 14th National Party Congress. (3) Some contents need to be amended and supplemented in the resolutions and conclusions of the Central Committee; orientation policy for adjusting the National Master Plan for the period 2021 - 2030 and vision to 2050.
The Politburo met to review and give opinions on the reports of acceptance and explanation of the Central Committee's discussion opinions.
In the afternoon, the Central Committee held a closing session. Comrade Tran Thanh Man - Politburo member, National Assembly Chairman, on behalf of the Politburo - chaired the Conference.
Comrades: Le Minh Hung - Politburo member, Secretary of the Party Central Committee, Head of the Central Organization Committee; Nguyen Xuan Thang - Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council; Nguyen Hoa Binh - Politburo member, Permanent Deputy Prime Minister of the Government on behalf of the Politburo - presented the Politburo's reports on receiving and explaining the Central Committee's issues discussed at the Conference. The Central Committee discussed and gave opinions on the above contents and approved the Resolution of the 12th Central Conference. General Secretary To Lam delivered the concluding speech and closed the Conference.
2. The Party Central Committee has disciplined by removing from all positions in the Party comrades: Nguyen Xuan Phuc - former Politburo member, former President; Vo Van Thuong - former Politburo member, former President; Vuong Dinh Hue - former Politburo member, former National Assembly Chairman; Le Minh Khai - former Secretary of the Party Central Committee, former Deputy Prime Minister; expelling from the Party comrade Nguyen Thi Kim Tien - former member of the Party Central Committee, former Minister of Health.
Agree to let comrade Do Duc Duy - Member of the Party Central Committee, Minister of Agriculture and Environment cease to hold the position of Member of the 13th Party Central Committee; comrade Vo Chi Cong - Alternate member of the Party Central Committee, former member of the Standing Committee of the City Party Committee, former Head of the Propaganda and Mass Mobilization Committee of the Can Tho City Party Committee cease to hold the position of Alternate Member of the 13th Party Central Committee.
Giving opinions on personnel for the Politburo to decide to introduce to the 15th National Assembly for approval to hold the position of Minister of Agriculture and Environment for the 2021 - 2026 term.
3. The Party Central Committee reviewed and commented on reports on the results of implementing Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Party Central Committee from November 2024 to July 2025; on preparations for the 14th National Congress of the Party; the country's situation in the first 6 months of 2025; on important tasks that the Politburo has resolved since the 11th Central Conference to the 12th Central Conference and some key tasks to the 13th Central Conference of the 13th tenure; on new developments in the world and regional situation since the 11th Central Conference and our viewpoints and policies.
4. The Party Central Committee called on the entire Party, people and army to join hands, be unanimous, strive to overcome difficulties and challenges, ensure that local governments at both levels operate smoothly, effectively and efficiently, successfully complete the socio-economic development tasks in 2025 and successfully organize party congresses at all levels towards the 14th National Congress of the Party.
