On the afternoon of April 10, the Central Party Office issued a Press release on the first working day of the 11th Central Conference.
The announcement stated: On the morning of April 10, 2025, the 11th Party Central Committee Conference, term XIII, opened in Hanoi.
1. The Party Central Committee works at the Hall. General Secretary To Lam delivered the opening speech at the Conference. Comrade Luong Cuong, Politburo member, President, on behalf of the Politburo chaired the Conference.
The Party Central Committee implements a number of contents on personnel work, including:
(1) Agree to let comrade Nguyen Van Hieu, Alternate Member of the Party Central Committee, Deputy Head of the Central Propaganda and Mass Mobilization Commission, cease to hold the position of Alternate Member of the 13th Party Central Committee.
Comrade Nguyen Van Hieu, during his tenure as Secretary of the Can Tho City Party Committee, violated Party regulations and State laws in performing assigned duties and tasks, in preventing and combating corruption, waste and negativity; violated regulations on what Party members are not allowed to do and the responsibility to set an example, causing serious consequences, bad public opinion, and reducing the prestige of the Party organization and local government.
(2) Consider and decide to discipline comrade Truong Hoa Binh, former Politburo member, former Deputy Secretary of the Government Party Committee, former Permanent Deputy Prime Minister of the Government by removing him from all positions in the Party.
Comrade Truong Hoa Binh, during his tenure as Deputy Secretary of the Party Committee and Permanent Deputy Prime Minister of the Government, violated Party regulations and State laws in performing assigned duties and tasks, in preventing and combating corruption and negativity; violated regulations on what Party members are not allowed to do and the responsibility to set an example, causing very serious consequences, bad public opinion, affecting the prestige of the Party and the State.
2. The Party Central Committee worked in groups, discussing the contents of continuing to reorganize the apparatus of the political system, reorganize administrative units and organize local governments at 2 levels, including 8 projects and reports:
(1) Report on the arrangement of the apparatus of the political system according to Conclusion No. 127-KL/TW, dated February 28, 2025 of the Politburo, the Secretariat submitted to the 11th Conference of the 13th Party Central Committee.
(2) Project to reorganize and reorganize administrative units at all levels and build a model of organizing local government at 2 levels.
(3) Project to reorganize and streamline the agencies of the Vietnam Fatherland Front, socio-political organizations, and mass associations assigned by the Party and the State (central level, provincial level and commune level).
(4) The project continues to arrange and streamline the apparatus of the People's Court to operate effectively and efficiently, meeting the requirements of judicial reform in the new situation.
(5) The project continues to reorganize and streamline the apparatus of the People's Procuracy according to the orientation of not organizing at the district level.
(6) Project on the system of party organizations in localities (provincial and commune levels).
(7) Project to review, amend and supplement the State's Constitution and laws to serve the reorganization of the apparatus of the political system.
8. Draft Regulations on the implementation of the Party Charter and draft Regulations on inspection, supervision and discipline of the Party.
