Inspection conclusions of the Provincial Inspectorate on land allocation, land lease and implementation of land-related financial obligations for land allocated and leased in Long Xuyen city.
In particular, the Department of Home Affairs requested the People's Committee of Long Xuyen City to compile a list of Chairman and Vice Chairman of the City People's Committee related to restrictions and violations according to inspection conclusions.
Based on the results of review and statistics on individuals and the shortcomings and limitations pointed out by the Provincial Inspectorate, Long Xuyen City People's Committee has issued a document requesting relevant individuals to write a self-criticism. on responsibility for limited content, omissions, and violations.
In case an individual commits a violation but is currently detained, detained, temporarily suspended from work or temporarily suspended from position, and has not yet written a review.
Also according to the Government Electronic Information Portal, according to Inspection Conclusion No. 04/KL-TTT dated November 20, 2023 of the An Giang Provincial Inspectorate , from 2021-2022, Long Xuyen City People's Committee carried out 350 land allocation documents, leasing land to 350 households and individuals with a total area of 27,645.7 m2, the total land use fee payable is nearly 196 billion VND.
Of these, 132 applications have been issued with land use rights certificates; 218 documents have issued land allocation decisions, but have not issued land use rights certificates.
However, through inspection, the An Giang Provincial Inspectorate discovered that there were 5 documents that did not match the information on the grant application form and the information on the land use rights certificate.
The information mismatch is due to errors made by the specialized agency during the process of preparing documents for submission to the People's Committee of Long Xuyen City to sign and grant land use rights certificates.
Meanwhile, for the implementation of financial obligations for allocated and leased land, there are up to 218 land allocation documents that have not yet fulfilled their financial obligations with an unpaid land use fee of more than 95 billion VND.
Because the land allocation location in the expanded Western University residential area and resettlement area (component 3) has not been determined in the land price list, the registration fee amount to be paid has not been determined.
In addition, the inspection team also pointed out that the difference in determining the registration fee calculation price of more than 9.2 million VND for 13 documents was not in accordance with the regulations in the Government's decrees.
With the above inspection results, the An Giang Provincial Inspectorate proposed that the Chairman of the Provincial People's Committee direct the Department of Home Affairs to preside over and coordinate with the Long Xuyen City People's Committee to advise and organize a review of the responsibilities of individuals under the authority of the Provincial People's Committee. The Chairman of the Provincial People's Committee is involved in restrictions and violations.
The Chairman of Long Xuyen City People's Committee is responsible for directing specialized agencies to coordinate with Long Xuyen City Tax Department to collect unpaid land use fees of more than 95 billion VND and registration fees for 218 documents in 2022 in accordance with the provisions of law.
