Approving the content of the draft Resolution on specific policies for the development of Ho Chi Minh City

The Government approved the content of the draft Resolution amending and supplementing a number of specific mechanisms and policies for the development of Ho Chi Minh City.

The Government issued Resolution No. 368/NQ-CP dated November 14, 2025 on the draft Resolution of the National Assembly amending and supplementing a number of articles of Resolution No. 98/2023/QH15 dated June 24, 2023 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City (HCMC).

The Government resolved to pass:

(i) The content of the draft Resolution of the National Assembly amending and supplementing a number of articles of Resolution No. 98/2023/QH15 dated June 24/2023 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City;

(ii) District content The Government's draft Submission to the National Assembly Standing Committee and the National Assembly on the draft Resolution of the National Assembly amending and supplementing a number of articles of Resolution No. 98/2023/QH15 dated June 24, 2023 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City (after being finalized, ensuring consistency with the content of the draft Resolution).

The Government assigned the Minister of Finance, authorized by the Prime Minister, to sign on behalf of the Government a Government submission on the draft Resolution of the National Assembly amending and supplementing a number of articles of Resolution No. 98/2023/QH15 dated June 24, 2023 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City, submitting to the National Assembly Standing Committee, the National Assembly to consider and decide on the application of shortened procedures and order in the development and promulgation of documents, adding them to the Session program and consider and approve at the 10th Session.

The Minister of Finance is responsible for reporting and explaining to the National Assembly Standing Committee, the National Assembly, and the National Assembly agencies according to regulations.

It is known that after 2 years of implementation, Resolution No. 98/2023/QH15 has made an important contribution to the economic recovery of Ho Chi Minh City and gradually developed stably on the basis of growth model innovation, restructuring, associated with the application of science, technology and innovation, contributing to the improvement of the general legal system.

On June 12, 2025, the National Assembly issued Resolution No. 202/2025/QH15, arranging the entire natural area and population of Ho Chi Minh City, Ba Ria - Vung Tau province and Binh Duong province to create an economic entities with great scale and potential.

In that context, many experts say that the old mechanism is no longer capable of "carrying" the requirements of the first super city in Vietnam, so it is necessary to promptly supplement outstanding policies.
