On December 9, the People's Council of Quang Ngai province, Term 13, opened the end of 2025 session. This is a session of special significance, evaluating the development results of the past 5 years and deciding on key goals, tasks and solutions for the 2026-2030 period, the pivotal period after the province implements the two-level local government model and arranges provincial-level administrative units.
This session focuses on comprehensively reviewing the socio-economic situation, national defense and security in 2025 and the entire period of 2021-2025; discussing and identifying targets and tasks for 2026 and the period of 2026-2030; and at the same time resolving many important contents according to authority.
2025 is the final year of implementing the socio-economic development plan for the period 2021-2025, the first year of operating the two-level local government model after the arrangement of administrative units. Despite many difficulties, Quang Ngai province still maintains stable growth; GRDP in 2025 is estimated at VND92,813 billion, up 10.02%; budget revenue for the period 2021-2025 reached more than VND168,600 billion, exceeding the plan by 31%. The economic structure continues to shift in the right direction; industry plays a driving role; agriculture develops relatively effectively.
Many key infrastructure projects have been invested in, enhancing regional connectivity. Social security policies, poverty reduction and ethnic minority support have been effectively implemented; the quality of education, health care and people's lives has been improved.
In 2025, the Provincial People's Council passed 159 resolutions, contributing to removing obstacles and clearing bottlenecks. However, Quang Ngai province still has many limitations: unsustainable agricultural development, unsynchronized infrastructure, slow site clearance progress, quality of medical services not meeting requirements, and the lives of people in mountainous areas are still difficult.
Mr. Nguyen Duc Tuy, Chairman of the People's Council of Quang Ngai province, said that it is forecasted that in the 2026-2030 period, the domestic and international context will continue to fluctuate rapidly, requiring strong innovation in thinking and development methods. The wider development space after the merger will help the province better exploit the strengths of the marine economy, forestry economy, industry, agriculture and tourism; at the same time, promote the role of the Dung Quat National Refining and Petrochemical and Energy Center.
"At this session, it is recommended that the delegates of the Provincial People's Council focus on discussing and deeply analyzing the context and characteristics of the socio-economic development situation in the 5 years of 2021-2025, assessing the results and lessons learned, limitations, difficulties and obstacles that need to be resolved and challenges that must be overcome; finding objective and subjective causes and summarizing valuable practical lessons," said Mr. Tuy.
