Prime Minister directs investigation to clarify the cause of the tourist boat capsize in Quang Ninh

The Prime Minister requested urgent search and rescue, remediation of consequences and investigation, clarifying the cause of the tourist boat capsize in Quang Ninh.

On July 19, Politburo member and Prime Minister Pham Minh Chinh signed Official Dispatch No. 114/CD-TTg on the capsize of the Green Bay 58 tourism service ship (QN 7105) in the Ti Top island area, Quang Ninh province.

The dispatch was sent to the National Civil Defense Steering Committee; Ministers of the Ministries of National Defense, Public Security, and Construction; Chairman of the People's Committee of Quang Ninh province, stating:

Regarding the capsize of the Green Bay 58 tourism service ship (QN 7105) in the Ti Top island area, Quang Ninh province (20°52'24"' N-107°04'30"E, east of Hang Dau Go) at 3:30 p.m. on July 19, the Prime Minister sent Deputy Prime Minister Tran Hong Ha to directly be present at the scene to direct rescue work and request:

The Ministry of National Defense shall preside over and coordinate with the Ministry of Public Security and relevant ministries, agencies and localities to focus on finding all measures and mobilizing forces and means operating near the area where the ship was in distress to urgently search and rescue as quickly and effectively as possible.

Organize to resolve the consequences well, promptly visit, encourage and support the families of the victims.

Investigate and clarify the causes of the incident, strictly handle violations (if any); review and inspect all processes in maritime safety assurance, organize experience training, immediately overcome limitations to ensure absolute safety for vehicles and ships in operation.

The National Civil Defense Steering Committee organizes monitoring of search and rescue work, promptly coordinates and mobilizes forces and means to support the implementation of rescue work according to the requests of ministries and localities according to their authority, and reports to the Prime Minister for direction on arising issues beyond their authority.

The Chairman of the People's Committee of Quang Ninh province coordinated with the Ministry of National Defense, the Ministry of Public Security and relevant agencies to urgently and effectively deploy search and rescue work and overcome the consequences of the accident, promptly visiting, encouraging and supporting the families of the victims.

At the same time, notify ships, boats and fishermen fishing in the area of the distressed ship to increase observation and coordinate search and rescue according to the direction of the National Civil Defense Steering Committee.

The Ministry of Construction is responsible for supporting people and vehicles, rescue equipment and necessary equipment as required by competent authorities to meet the fastest search and rescue requirements.

As Lao Dong reported, according to information from the authorities, on the tourist boat QN 7105 when it overturned and sank, there were 48 tourists and 5 crew members.

At around 6:00 p.m. today (September 19), the authorities and people had rescued 12 people and recovered 3 bodies.
