Prime Minister Pham Minh Chinh signed Official Dispatch No. 126/CD-TTg dated December 5, 2024 regarding the accident during the exercise at Military Region 7 (Xuan Tam Commune, Xuan Loc District, Dong Nai Province).
Telegrams sent to the Ministers of: National Defense, Labor - Invalids and Social Affairs; Chairman of Dong Nai Provincial People's Committee.
The dispatch stated that at 8:27 p.m. on December 2, 2024, at the National Shooting Range, Region 3 (Xuan Tam Commune, Xuan Loc District, Dong Nai Province), an accident occurred during a defensive combat exercise of Military Region 7, resulting in 12 casualties; the initial cause was determined to be a lightning strike that detonated an electric detonator, causing the explosive to explode.
Prime Minister Pham Minh Chinh sent his best regards and deepest condolences to the families and relatives of the victims and gave the following instructions:
The Ministry of National Defense coordinates with relevant ministries, agencies and local authorities to visit, encourage and share the pain and loss of military families; implement the best policies and regimes for military personnel and their families and relatives; organize thoughtful funerals and quickly overcome and resolve the consequences.
The Ministry of National Defense urgently organized a scene investigation to clarify the cause of the incident; reviewed and inspected all procedures in command and operation of the exercise.
Organize to learn from experience, overcome limitations, and ensure absolute safety in training and exercises.
Focus on stabilizing the ideology of officers and soldiers throughout the army; strictly maintain training and combat readiness according to regulations.
