On November 14, Deputy Prime Minister Bui Thanh Son signed Official Dispatch No. 216/CD-TTg of the Prime Minister on the work accident that occurred at HC Bao Lam Joint Stock Company, (Bao Lam 1 commune, Lam Dong province).
The dispatch stated that at around 10:15 a.m. on November 9, at HC Bao Lam Joint Stock Company (Bao Lam 1 commune), a serious work accident occurred, killing 2 workers.
The initial preliminary cause was determined to be an explosion of the Company's HCL tank containing HCL acid.
To clearly identify the causes, responsibilities, promptly overcome the consequences and take measures to prevent similar accidents, the Prime Minister requested the Chairman of Lam Dong Provincial People's Committee to urgently direct competent agencies to investigate and clarify the causes of the incident; at the same time, determine the responsibilities of relevant organizations and individuals and strictly handle violations (if any) according to the law.
The Chairman of Lam Dong Provincial People's Committee urgently directed competent agencies to organize the remediation of consequences and visit and support the victims' families, ensuring full regimes and policies according to regulations.
At the same time, direct the strengthening of inspections of all facilities that use and store dangerous chemicals in the area, handle them according to regulations; report the results of the investigation and remedy the consequences, and send them to the Prime Minister before November 25, 2025.
For the Ministry of Industry and Trade, according to its assigned functions and tasks, it is assigned to direct specialized agencies to coordinate with relevant authorities to inspect chemical safety conditions at HC Bao Lam Joint Stock Company, and report to the Prime Minister on the results before November 25, 2025.
At the same time, preside over and coordinate with relevant localities to conduct nationwide reviews of facilities producing and storing dangerous chemicals and strengthen management measures, ensuring chemical security and safety according to regulations.
As reported by Lao Dong Newspaper: The work accident that occurred at the HC Factory (specializing in chemical production in 20 Loc Thang village, Bao Lam 1 commune) killed 2 workers.
The deceased victims include: Nguyen Huu Tung (29 years old, residing in Bao Lam 1 commune) and Ha Duy Khanh (28 years old, residing in Ward 1 Bao Loc, Lam Dong).
According to initial information, on the morning of November 9, both workers conducted a technical inspection at the factory's HCL acid tank area.
When discovering that the acid tank had signs of leakage, these workers tightened the bulong. However, because the bulbs were leaking, the two workers took out cutting machines to work.
The cutter used the bulbs to create electrical fires and came into contact with the gas in the tank, causing the tank to explode, sending both workers away.
After the incident, the two victims were taken to Lam Dong General Hospital 2 (Bao Loc) but both died later.
