The content of the telegram is as follows: Following the Prime Minister's telegram No. 114/CD-TTg dated July 19, 2025 on the capsization of the Green Bay 58 tourism service ship (QN 7105) in the Ti Top island area, Quang Ninh province, to ensure the urgency and effectiveness of the search, rescue and support of the victims, the Prime Minister requested:
The Chairman of the People's Committee of Quang Ninh province closely coordinates with the Ministry of National Defense, the Ministry of Public Security and relevant agencies to continue to focus on directing, mobilizing all necessary means, forces, equipment and mobilizing the participation of the people to search for missing victims as soon as possible, with the highest determination, trying to search for all victims, cranes, and towing the boat in distress to shore immediately, before storm No. 3 affects the sea areas of our country.
The Chairman of the Hanoi People's Committee and the Chairman of the Quang Ninh Provincial People's Committee visited and encouraged the relatives of the victims, supported the organization of thoughtful funerals for the victims, and arranged the best medical conditions to treat the injured.

According to the Government Portal, after the efforts of the authorities, at 2:02 a.m. on July 20, the blue Bay 58 ship with license plate QN 7105 was salvaged and towed ashore for further investigation by the authorities.
Previously, at around 11:30 p.m. on July 19, Deputy Prime Minister Tran Hong Ha directly directed the ship capsize plan, requesting the authorities to deploy the ship capsize operation to search for victims.
Quang Ninh province has mobilized 4 large ships to the scene to support the salvage and capsizing of ships.
In parallel with the capsizing, the authorities continued to expand the search area with the goal of not leaving any victims missing that night.
The Deputy Prime Minister said that together with local forces deployed from the beginning, forces from the Central Government, Military Region 3, Army and Police have stepped in.
The Deputy Prime Minister requested forces to race against time, focus on determining whether there are any survivors or not; find all missing people; deploy a Navy contractor unit to support the search for victims on the evening of July 19.
The Deputy Prime Minister requested the Coast Guard, border guards, and traffic police to urgently expand the search area for missing people; review the ship for the last time before implementing the boat capsize plan; clearly assign responsibilities between forces, not to overlap or " step on one another".
