Politburo member and Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 54/CD-TTg dated April 30, 2025 on accelerating the implementation progress of the Lao Cai - Hanoi - Hai Phong railway project.
According to the telegram, the Government is drafting a Resolution to implement Resolution 187/2025/QH15 of the National Assembly, which requires the project to start construction in 2025.
On April 14, 2025, Vietnam and China signed a signed an exchange document on China's technical assistance in preparing a Feasibility Study Report for the Lao Cai - Hanoi - Hai Phong standard gauge railway line.
With the spirit of the historical days of "Speeding, more speedy; daring, more daring", the Prime Minister requested the Minister of Construction, Chairman of People's Committees of provinces and cities where the project goes through urgently and seriously deploying tasks.
The Minister of Construction proactively worked with localities to hand over the coordinates of the route and site clearance boundaries as a basis for localities to implement compensation, support, resettlement, survey and design to prepare project feasibility study reports, to be completed in June 2025.
The Minister of Construction directs Project Management Boards and consulting units to increase human resources, organize implementation in parallel, and at the same time, prepare, appraise, approve feasibility study reports, construction designs after basic designs, bidding documents, requirements and other procedures of the project (resolutely not to let the work after wait for the work first), complete procedures, and start the project on December 19, 2025.
If necessary, mobilize human resources from the Hanoi Urban Railway Project Management Board to strengthen and support the implementation process.
Urgently complete the dossier of the National Assembly Resolution on specific mechanisms and policies, especially investment in railway system development at the 9th session of the 15th National Assembly; report to the Government before May 5 according to the direction of the Prime Minister in Document No. 499/TTg-QHDP dated April 29, 2025.
Chairman of People's Committees of provinces and cities of Hanoi, Lao Cai, Yen Bai, Phu Tho, Vinh Phuc, Bac Ninh, Hung Yen, Hai Duong and Hai Phong urgently set up the Steering Committee for site clearance of the project in the locality by the Secretary of the Provincial Party Committee and the City Party Committee, completed before 5.5 to focus on directing and mobilizing the political system at all levels to organize the implementation of ground clearance for the project.
Organize the immediate implementation of compensation, support and resettlement work for the project in parallel with the process of the Ministry of Construction preparing the project Feasibility Study Report, completed in August 2025 to hand over the site to serve the project construction.
If necessary, there should be temporary housing solutions to stabilize people's lives and ensure project progress.
The Prime Minister requested the Minister of Agriculture and Environment to closely coordinate with the Ministry of Construction and localities to speed up procedures related to the conversion of forest use purposes, forest land, and rice land.
Proactively guide localities to organize the implementation of compensation, support and resettlement work of the project, promptly remove obstacles according to assigned functions and tasks.
The Minister of Finance directs the urgent review of central and local regular expenditure savings in 2025 to prioritize project implementation; report to the Prime Minister in May 2025.
