On January 6, at the Government Headquarters, Politburo Member, Prime Minister Pham Minh Chinh - Head of the Steering Committee for key projects and important national projects in the railway sector chaired the 5th meeting of the Steering Committee.
Speaking in conclusion, the Prime Minister requested the Steering Committee, relevant ministries, branches, and localities to proactively deploy tasks, coordinate according to assigned functions, tasks, and powers, and whoever is under their authority must do it.
The Prime Minister requested to urgently report on the project to restructure the Vietnam Railways Corporation and assign this Corporation to build a project to develop the railway industry.
Government leaders also assigned specific tasks to ministries, branches, and localities in implementing specific railway projects.
Accordingly, for the high-speed railway project on the North-South axis, the Ministry of Construction, based on the direction of the Politburo, shall preside over and select the most suitable technology for the project, submit it to the Standing Government for reporting to competent authorities, and complete it before January 15.
The Ministry of Construction appoints consultants to prepare feasibility study reports to ensure capacity according to processes, procedures, regulations and authority. At the same time, chair and coordinate with ministries and research agencies to propose the selection of investment forms (public investment, PPP, business) to report at the upcoming meeting of the Steering Committee.
Localities and Vietnam Electricity Group continue to promote site clearance and relocation of technical infrastructure according to the approved plan and the National Assembly's Resolution allowed at the 10th Session of the 15th National Assembly. Viettel and VNPT groups continue to implement assigned tasks on control systems and technology.

For the Lao Cai - Hanoi - Hai Phong railway line project, regarding the progress of component project 2, the Ministry of Construction directed to complete the Feasibility Study Report and approve the project in June 2026 for early commencement.
The Ministry of Finance is responsible for balancing and ensuring sufficient capital to implement the project, including a loan plan if favorable.
Requesting the early completion of the planning of the Hanoi - Lang Son and Hai Phong - Ha Long - Mong Cai railway lines, the Prime Minister also agreed to assign and welcomed Quang Ninh province to be the investor of the Hai Phong - Ha Long - Mong Cai line according to the provisions of law.
Regarding urban railway projects, the Prime Minister highly appreciated Hanoi and Ho Chi Minh City for proactively deploying routes according to their authority, ensuring connectivity and technology transfer; in which priority is given to the railway line connecting Tan Son Nhat airport and Long Thanh airport; Van Cao - Hoa Lac route (Hanoi).
The Ministry of Construction and the Ministry of Science and Technology research and develop national technical regulations on urban railways. Ministries coordinate to support removing obstacles in site clearance, capital, and procedures.
The Ministry of Construction shall preside over and coordinate with the Ministry of Education and Training, Vietnam Railways Corporation to effectively implement the project on training and developing Vietnamese railway human resources to 2035, with orientations to 2045; have specific roadmaps and plans to promptly train human resources to serve the construction, management, operation and exploitation of railway lines, especially the Lao Cai - Hanoi - Hai Phong railway line.
Ministries, branches, and localities continue to closely coordinate with the Ministry of Construction in all stages; request the State Audit Office to support auditing right from the beginning of projects.
