On December 31, in Hanoi, Prime Minister Pham Minh Chinh chaired a dialogue conference with Vietnamese farmers in 2024.
In his concluding remarks, Prime Minister Pham Minh Chinh assessed that the dialogue demonstrated consensus and love for agriculture, rural areas, and farmers.
The Head of Government emphasized that we must achieve the target of exporting 100 billion USD worth of agricultural, forestry and fishery products in the coming years.
The Prime Minister emphasized many important issues that relevant entities need to continue to pay attention to in the coming time to promote ecological agriculture, modern countryside, and civilized farmers.
First of all, the Prime Minister emphasized that institutions and policies are still the bottleneck of bottlenecks and must be the breakthrough of breakthroughs.
The second problem is planning. Previously, due to the conditions, circumstances, and history of the country, planning work was not given due attention.
Up to now, the needs of people and consumers are increasingly improving towards delicious and clean food, so planning work needs to be paid more attention, especially industry planning, land planning, planning of industrial zones and clusters serving agricultural production...
The third issue is land. We must continue to review laws and regulations to free up resources from land and maximize the efficiency of land, because land is a constant and a limited resource.
The fourth issue is capital and insurance. If you want to get rich, you need capital. If you want to promote agriculture in the direction of green development, develop key industries according to planning, and develop products that the world needs, you need to have credit and insurance policies based on the contribution-benefit principle to encourage it.
At the same time, it is necessary to encourage businesses to cooperate, support, and closely link with farmers to ensure input and output for production; promote regional linkages, diversify products, markets, and supply chains.
The fifth issue is the market. To develop the agricultural economy, not just self-sufficient agricultural production, we must expand export markets, including specific markets such as Halal food.
"For tourists to buy products, the packaging of those products must be able to travel by plane, train, ship, or on foot...", the Prime Minister gave an example.
The sixth issue is to promote the application of science and technology and innovation, digital transformation, digitalization of agriculture, database building, research, and development of artificial intelligence in Vietnam's agricultural sector.
Research, access, transfer advanced technology, clean technology, green technology, in all stages from planting what plants, raising what animals, doing business to building geographical indications, promoting deep processing, researching packaging, designs...
"The database will provide smart solutions, such as where is the best place to grow rice, what is the best and smartest farming solution," said the Prime Minister.
The seventh issue is training high-quality human resources and transferring human resources from agricultural and rural areas to industrial and urban areas. The Prime Minister noted that sustainable labor transfer means on-site labor transfer, rural industrialization, and leaving agriculture without leaving the countryside.
The eighth issue is to define culture as an endogenous strength. If culture exists, the nation exists. Culture is national, scientific, and popular. Culture lights the way for the nation.
Ninth, the grassroots political system must always grasp the thoughts and aspirations of farmers and convey the Party and State's policies to farmers.
At the same time, proactively propose institutions, mechanisms and policies based on practice; mobilize the combined strength of the political system, businesses and people to serve development.
