According to the Government Electronic Information Portal, on January 15, at the Government headquarters, Prime Minister Pham Minh Chinh - Head of the Steering Committee for the construction of nuclear power plants - chaired the first meeting of the Steering Committee.
Also attending were Deputy Prime Minister, Minister of Foreign Affairs Bui Thanh Son; leaders of ministries, branches, agencies, and members of the Steering Committee.
At the meeting, the Steering Committee reported to the Prime Minister on the implementation of the Ninh Thuan Nuclear Power Plant Project investment and assigned tasks.
After listening to the reports, opinions and concluding remarks, the Prime Minister emphasized the spirit of urgency in implementing the work, running while lining up, working while gradually perfecting, not being perfectionist, not being impatient, because the Party and State's policy on developing nuclear science and technology is very clear, including the policy of building nuclear power plants, contributing to meeting the demand for clean electricity, especially with the target of double-digit GDP growth, electricity growth must be from 15-18%.
At the same time, in the new era of the nation, the era of strong, civilized and prosperous development, there must be breakthrough science and technology sectors and fields, including the field of nuclear technology for peaceful purposes, including nuclear power and nuclear medicine.
The Prime Minister clearly stated the goal of completing the construction of the Ninh Thuan nuclear power plant within 5 years, from which to determine the roadmap and work of each year so that by 2030, the 100th anniversary of the Party's founding, we will have a nuclear power plant.
The Prime Minister emphasized that once there are goals and roadmaps, the mindset must be clear, determination must be high, efforts must be great, actions must be drastic and effective, each task must be completed; clearly assigning people, tasks, time, responsibilities and products. It is necessary to develop a 5-year plan, an annual plan, and the work of each year; relevant ministries, branches, agencies and units must visualize and propose their specific work and tasks to the Ministry of Industry and Trade for synthesis.
Directing a number of urgent tasks, the Prime Minister requested the Ministry of Industry and Trade to urgently adjust and supplement necessary planning, to be completed before February 28.
Regarding human resources, Vietnam currently has about 400 employees in the nuclear power sector. EVN and other agencies need to immediately focus on this workforce, clearly identify training needs, and report and propose immediately.
Along with that, it is necessary to form a specialized, professional organization to implement this nuclear power plant project and prepare for other projects in the future. Review and report to competent authorities on the construction of specific mechanisms, perfecting institutions on tax, credit, land, and attracting human resources.
Regarding the task of preparing infrastructure, the Prime Minister assigned Ninh Thuan to be the investor, calling for public-private partnership, attracting investment... to exploit Thanh Son airport (Ninh Thuan) for civil use. Along with that, it is necessary to prepare infrastructure for transportation, electricity, water, culture, education, sports... to meet the needs of building factories and serving the human resources to implement the project.
Emphasizing the need to value time, intelligence and decisiveness as the decisive factors for success, the Prime Minister asked the members of the Steering Committee to promote a sense of responsibility, promptly implement tasks, continue to inherit previous results and supplement them to suit the new situation, and prepare for the second meeting of the Steering Committee scheduled for mid-February.
