On the morning of July 20, Politburo member and Prime Minister Pham Minh Chinh - Head of the Government Steering Committee on science and technology development, innovation, digital transformation and Project 06 (Steering Committee) - chaired the 3rd meeting of the Steering Committee to review the work in the first 6 months of the year and deploy tasks for the last 6 months of 2025.
In his concluding remarks, the Prime Minister stated that we must frankly acknowledge the shortcomings and limitations to resolutely overcome them; there are shortcomings that have been longstanding, are slow to be handled, and there are new shortcomings that have arisen but have not been proactively resolved in a timely manner.
Accordingly, up to now, there are 75 tasks behind schedule assigned to the responsibility of 9 ministries and branches. Institutions, mechanisms, and policies to promote science, technology, innovation, and digital transformation are not complete and do not keep up with practical requirements. The development of digital infrastructure is not commensurate with the potential and growth rate of the economy.
Administrative procedures are still cumbersome, but people and businesses are still struggling; the reduction and simplification of administrative procedures (AP) is still slow, reaching only 18%. The rate of public service provision is still low (the target set for 2025 is 80% but only reached 39.51%, the provinces have only reached 15.21%).
Support, guidance and propaganda work is still ineffective, and there is a situation of " document brokers".

In the coming time, the Prime Minister requested the urgent establishment of an intuitive management tool, a quantum index (KPI) system to evaluate assigned tasks related to the development of science and technology (STI), innovation, and digital transformation.
Regarding the group of tasks on direction and management, the Prime Minister stated that this is a key step, it must be drastic, specific, and clear in responsibilities; speaking goes hand in hand with doing, making results, creating clear changes in reality, doing things to the end, making products, ending the situation of "beating the drum and giving up the quarrel".
The Ministry of Home Affairs develops criteria, management regulations, working regimes, benefits and recruitment procedures for general engineers and chief architects to deploy strategic systems and breakthrough initiatives to submit to the Prime Minister for consideration and decision in July 2025.
Develop and promulgate mechanisms and policies to attract human resources, science and technology talents, innovation, digital transformation at home and abroad; have special treatment policies to attract at least 100 leading experts to work in the country, to be completed in August 2025.
The Ministry of Public Security will promote the implementation of tasks under Project 06, including the early completion of 40/61 utilities on the VNeID platform to serve socio-economic development and social management; coordinate with ministries and branches to implement cuts, reductions, and simplifications for 324 administrative procedures that have documents integrated and shared in the VNeID application.
Deploying drug prescription connections from hospitals to the health data coordination system and pharmacies to synchronously integrate on VNeID, people can connect drug prescription data and receive medicine at home, piloted from August 2025 and officially deployed in September 2025.
