On February 27, at the Government Headquarters, a Government Standing Committee Conference was held to work with State-owned enterprises.
Speaking at the conference, Politburo member and Prime Minister Pham Minh Chinh spent a lot of time mentioning the requirement for breakthrough in developing social housing (NOXH) and emphasizing that Hanoi and localities must assign tasks to businesses in this regard.
The Prime Minister mentioned information in the press about the project with more than 100 social housing apartments that were drawn by up to 1,000 people.
Regarding the information that Hanoi is implementing the construction of 3 concentrated social housing areas in Dong Anh, the Prime Minister emphasized that it is important to note that social housing does not mean doing it in places with "excess land", places with "honny monkeys", if not able to build commercial housing, social housing is done.
The Prime Minister noted that for Hanoi, social housing is not only concentrated in Dong Anh, which has a lot of land. "People in Dan Phuong cannot go to Dong Anh, there must be a social housing area in Dan Phuong," said the Prime Minister.
The head of the Government noted that social housing must be prioritized first and then commercial housing, our social policies are like that, this must be clearly defined.
The Prime Minister noted that social housing must have sufficient infrastructure conditions (communication, healthcare, education, sports, society, environment, etc.) such as commercial housing, but the only difference is that the state has support policies such as land allocation without land fees to prioritize low-income people and young people who do not have a house to settle down and make a living soon.
In particular, social housing must be purchased and leased, but buying social housing is not good.
Requesting the Ministry of Construction to continue proposing and perfecting social housing policies, the Prime Minister stated that a conference must be held to discuss solutions to promote social housing.
"We all have land, mechanisms, policies... but we cannot turn the situation around, so we rely on who, if we don't do it, who will do it", the Prime Minister raised the issue with the requirement that state management must create for businesses to do it.
At the conference, Mr. Pham Toan Vuong - General Director of Agribank - said that in 2024, Agribank will lead the lending of social housing.
For the social housing lending program, workers' housing, renovation and reconstruction of old apartments, Agribank has registered to participate in the program with a credit scale of VND 30,000 billion and implemented within 10 years.
To date, Agribank has provided credit to 13 investors and nearly 300 individual customers to buy houses of projects with a total credit granted of nearly VND 4,000 billion and outstanding loans reaching over VND 1,000 billion. Currently, Agribank is approaching and considering granting credit for 5 projects, with a total estimated credit grant of nearly VND3,000 billion.
Although the scale of capital has increased, in reality, the development of social housing has encountered many difficulties and problems. The reason comes from legal problems, complicated administrative procedures... causing many projects to stall or be behind schedule, greatly affecting the goal of building housing for low-income people. At the end of 2024, many additional projects were approved, but investors have not yet boldly invested.
On the home buyers' side, Agribank tries to solve the problem for home buyers as much as possible, with the lowest interest rate and the longest lending term.
