On the afternoon of November 21 (local time), during his official visit to the Dominican Republic, Prime Minister Pham Minh Chinh delivered an important policy speech at the Dominican Republic's Academy of Advanced Diplomatic and Consular Education with the theme: "Taking Vietnam - Dominican Republic relations to new heights: A bridge of friendship and cooperation between Southeast Asia and Latin America".
According to the Government Newspaper, in his speech, Prime Minister Pham Minh Chinh expressed his pleasure to visit and speak at the Institute of Advanced Diplomatic and Consular Education, one of the leading prestigious research institutions in the Dominican Republic and Latin America in the field of international relations.
The Prime Minister took the time to share with the audience three main contents: (1) The current world and regional situation; (2) Vietnam's fundamental factors, development perspectives, achievements and development orientations; (3) Vision on Vietnam - Dominican Republic relations and Vietnam - Caribbean and Latin American relations in the coming time.
The Prime Minister affirmed that Vietnam attaches great importance to and wishes to promote comprehensive cooperation with the Dominican Republic. In particular, with deep political trust and sharing many similarities and complementarities, the Prime Minister and the leaders of the Dominican Republic agreed to strongly promote the relationship between the two countries to become increasingly deeper, more substantial and more effective in all fields; for the common interests of the people of the two countries; contributing to peace, stability and development in the region and the world.
The Prime Minister proposed that the two countries should soon have favorable legal bases and foundations; in which it is necessary to focus on negotiating and signing agreements on free trade, investment encouragement and protection, visa exemption, tourism, culture, education and training, science and technology, energy, oil and gas, telecommunications, agriculture, and climate change response, etc.
On that basis, the Prime Minister proposed to strengthen cooperation in 6 priority areas.
Firstly, continue to maintain, consolidate and cultivate political trust, especially high-level delegation exchanges, strongly promote the cooperative, friendly and solidarity relationship between the States, Governments and peoples of the two countries; promote local cooperation and people-to-people exchange.
Second, make economic, trade and investment cooperation an important pillar of bilateral relations, more commensurate with each side's potential; identify and resolutely implement major projects that are symbolic in bilateral relations, with the nature of turning the situation around and changing the status quo.
Third, strengthen cooperation in agriculture, science and technology, innovation, digital transformation, and green transformation - areas with much room and potential for cooperation.
Fourth, further strengthen cooperation in education, training, people-to-people exchange, tourism and culture. In particular, the Prime Minister suggested that the Diplomatic Academy of Vietnam strengthen cooperation with the Dominican Academy of Higher Education in diplomatic and consular training, especially student exchange.
Fifth, promote multilateral cooperation, uphold the United Nations Charter and international law, persistently promote dialogue, build trust, and enhance solidarity and understanding among peoples.
Sixth, contribute more actively and proactively with the international community to solve global challenges, such as climate change, energy security, water security, terrorism and transnational crime.
