On July 19, in Hanoi, the Ministry of Agriculture and Environment held a ceremony to announce the Prime Minister's decision on personnel work.
At the ceremony, Deputy Head of the Central Organizing Committee, Minister of Home Affairs Pham Thi Thanh Tra announced Decision No. 1559/QD-TTg dated July 17, 2025 to transfer Mr. Tran Duc Thang - Member of the Party Central Committee, Permanent Deputy Inspector General of the Government Inspectorate - to work at the Ministry of Agriculture and Environment, assigning the authority of the Minister of Agriculture and Environment.

Speaking at the ceremony, Politburo member and Prime Minister Pham Minh Chinh assigned a number of tasks to the ministry in the coming time, including decentralization, delegation of power, along with resource allocation, improving the implementation capacity of the team of subordinate cadres.
The head of the Government also emphasized the need to strengthen monitoring and inspection tools. The Ministry only does the right work under its authority under State management, the rest is decentralized to the provincial level, even the commune level.
The Ministry only implements strategies, plans, and sector development plans to meet the requirements for development in the new period, the requirements of the people, and the current integration requirements. The Ministry also needs to focus on ensuring food security, food...
"These are strategic issues, the ministry must focus on doing this," the Prime Minister emphasized.
The next issue mentioned by the Prime Minister is to have appropriate and outstanding policies and mechanisms to implement these strategies. The spirit is to manage but must develop, promote, and create development.
Government leaders also note the need to cut unnecessary administrative procedures. These include procedures related to land, resources, environment, etc., which need to be assigned to the province for implementation.
At the same time, it is necessary to lead professional work using legal tools from the central to the grassroots levels. There must be a mechanism for policies for industry development, summarizing practices to build industry theory.
The Prime Minister suggested that the Ministry of Agriculture and Environment must determine that the next stage needs to ensure comprehensive, sustainable, and inclusive development, continuing to place people as the center, subject and main driving force, rural areas as the foundation.
"The Ministry should not focus on specific issues such as licensing, because three mines must be upgraded to the ministerial level wherever they are," the Prime Minister cited and suggested that the ministry focus on building a database, assigning it to localities for implementation and management.
In which the ministry only manages the macro, this is the ministry's task but the implementation is very weak. Meanwhile, the micro is too specific, often resulting in violations, or being disciplined. If we continue to go into specifics, there is no time to research and think about macro issues, build strategies, laws, and summarize implementation. Therefore, the Prime Minister suggested that in the coming time, the ministry must overcome this problem.
Speaking on receiving the assignment, Acting Minister Tran Duc Thang affirmed that he will strive to fulfill the assigned tasks well. In the immediate future, he will focus on preparing carefully and successfully organizing the first Congress of the Party Committee of the Ministry of Agriculture and Environment for the 2025-2030 term.
At the same time, deploy solutions to promote production development, ensuring the completion of the goals and tasks assigned by the Government and the Prime Minister in 2025.

Mr. Tran Duc Thang emphasized the spirit of constantly learning, quickly approaching and grasping new tasks, and at the same time urgently and resolutely implementing work, without interruption or delay; promoting the inheritance and promotion of valuable achievements and experiences of generations of Ministry leaders through the ages.
In the context of the situation and requirements for new tasks, Acting Minister Tran Duc Thang pledged to be determined to best implement the instructions of the leaders of the Party, State, National Assembly and Government for the Ministry as well as the entire Department of Agriculture and Environment.
Accordingly, the Ministry of Agriculture and Environment will continue to innovate, improve institutions and laws, promote administrative reform and digital transformation; strengthen discipline and administrative discipline, and uphold the responsibility of leaders.

Mr. Tran Duc Thang believes that, with the joint efforts and consensus of the entire team of cadres, civil servants, workers and the traditional village, the Ministry of Agriculture and Environment will continue to achieve important and practical achievements to celebrate the 14th National Congress of the Party, making many contributions to the overall achievements of the country in the new era.
Mr. Tran Duc Thang was born in 1973, from Vinh Phuc province (now Phu Tho province).
Mr. Tran Duc Thang was Deputy Director and then Director of the Department of Public Asset Management, Ministry of Finance. From 2018 to 2022, Mr. Tran Duc Thang worked at the Central Inspection Committee, holding the positions of Member of the Central Inspection Committee and then Deputy Chairman of the Committee.
In October 2022, he was transferred and appointed by the Politburo to hold the position of Secretary of the Hai Duong Provincial Party Committee for the 2020-2025 term. After that, he was transferred, assigned and appointed to the position of Deputy Inspector General of the Government Inspectorate from July 1, 2025.
