According to the decision of the Ministry of National Defense and the Standing Committee of the Navy Party Committee: Lieutenant Colonel Bui Xuan Binh - Head of the Navy Personnel Department was appointed to the position of Political Commissar and Secretary of the Navy Region 4 Party Committee to replace Rear Admiral Ngo Van Thuan who retired according to the regime.
