On the afternoon of November 21, Minister of Home Affairs Pham Thi Thanh Tra explained and clarified a number of issues raised by National Assembly deputies related to the draft Resolution on the organization of urban government in Hai Phong City.
The Minister of Home Affairs said that the establishment of Hai Phong's urban government institutionalizes the Party's resolution, as well as the Politburo's conclusion.
At the same time, the implementation process has ensured inheritance and synchronization with Ho Chi Minh City and Da Nang and has selected to supplement a number of issues suitable to the practical situation in the operation of urban government in Ho Chi Minh City to suit Hai Phong.
The Minister said that in order to reduce the level of government, Hai Phong, Ho Chi Minh City and Da Nang will have only one level of government and a unified civil service regime, and decentralization and delegation of power will be strengthened to ensure that the urban government is streamlined, operates dynamically, autonomously, and adapts flexibly, in accordance with the role, specific nature and characteristics of the city.
Ms. Pham Thi Thanh Tra said that delegates were concerned about some issues related to the name, but in fact the name of the city within the city is included in the Law on Organization of Local Government.
Regarding concerns about the organizational structure of Thuy Nguyen City, which is a city within a city, the Minister of Home Affairs shared that Thuy Nguyen in the coming time will be the political, economic and social center of Hai Phong city.
“The population size as well as the economic growth rate in all aspects cannot be compared with Thu Duc, so we are implementing in accordance with the provisions of the Law on Organization of Local Government according to the classification of administrative units,” the Minister of Home Affairs explained.
Minister Pham Thi Thanh Tra said that the initial plan was to increase the number of committees of the People's Council, such as adding 1 Vice Chairman of the People's Council and 1 Vice Chairman of the People's Committee to make it similar to Thu Duc.
However, in the general spirit of streamlining, it is necessary to rearrange to only two committees, which are the Socio-Economic Committee and the Urban Legal Committee.
Regarding the organizational structure of the People's Committee, delegates wondered whether there was sufficient legal basis and whether it was correct. In fact, the legal status determined here for the structure of the District and Ward Police Chief and the District Military Command Commander is not appropriate.
According to the Minister of Home Affairs, in fact, in the process of operating the structure, the Chief of District and Ward Police and the Commander of the District Military Command are extremely necessary to ensure comprehensive leadership.
“The National Assembly has also implemented this for Ho Chi Minh City based on Resolution 131 and for Da Nang based on Resolution 136. Therefore, we hope that delegates will support this to ensure comprehensive leadership, especially in the fields of national defense and security,” the Minister said.
