On November 18, at the Government Headquarters, Politburo member and Permanent Deputy Prime Minister Nguyen Hoa Binh chaired a meeting on the results and progress of the report on the investment policy for the national target program on new rural construction, sustainable poverty reduction; socio-economic development of ethnic minority and mountainous areas for the period 2026-2035.
3 national target programs include: New rural construction, Sustainable poverty reduction, Socio-economic development in ethnic minority and mountainous areas.
According to the report of the Ministry of Agriculture and Environment, the Government's dossier submitted to the National Assembly to decide on the merger of the 3 programs has been basically completed.
According to the draft dossier, the program name is: "National target program for new rural construction, sustainable poverty reduction; socio-economic development of ethnic minority and mountainous areas in the period of 2026-2035".

According to the Permanent Deputy Prime Minister, the 3 national target programs still have overlapping contents.
The Government Standing Committee has met and issued a resolution on this issue, in which it agreed to integrate 3 programs into 1 program, which is necessary; assigning the Ministry of Agriculture and Environment as the standing agency to develop a Government dossier to report to the National Assembly for consideration and decision.
In performing its tasks, the Ministry of Agriculture and Environment has actively taken action and has so far basically completed the dossier and contents as required.
The Permanent Deputy Prime Minister stated that it is necessary to unify the awareness that integrating programs does not mean there is no ethnic policy. Reintegration is not to reduce preferential policies, but preferential policies will increase in all aspects.
Firstly, the core area of poverty is the ethnic minority area, so the poverty reduction program should have been implemented nationwide, but focusing on this area, investment in this core poor area has increased.
Second, the construction of new rural areas should have been the whole country, but now the general level of the whole country has improved, so the rest is only to focus on the most ethnic and disadvantaged areas.
When integrated, this can be understood as increasing investment in disadvantaged areas. Instead of previous programs implemented until 2030, this program will last until 2035 and after 2035 it is expected that there will be other contents and policies.
Regarding the host agency, Deputy Prime Minister Nguyen Hoa Binh emphasized that it is necessary to clearly recognize that it is not the issue of agency names that the agency that does the best and most effectively for the people chooses.
The Ministry of Agriculture and Environment needs to accept the opinions of ministries to supplement and complete the project. Develop a project without spreading, focusing on key issues, creating a boost for the entire program.
It is necessary to remove difficulties and bottlenecks; goals and contents must not overlap or overlap in the overall content of the program as well as in other projects and regulations; tasks must be clear, easy to understand, easy to do, easy to implement, and highly feasible; ensure that goals and requirements must be higher than before, and must be done better.
