According to the announcement, many tasks are behind schedule compared to the plan; many difficulties and problems in implementation have not been resolved in a timely manner. The implementation progress has not met the requirements of urgency and urgency of the two projects.
The Deputy Prime Minister requested the Ministry of Health, relevant ministries and agencies to make more efforts and resolutely implement it, ensuring early completion and putting the two hospitals into use, not to let them go to waste.
To promote the progress of the two projects, the Deputy Prime Minister requested the Ministry of Health to closely monitor the actual situation; be more proactive in coordinating with relevant ministries, agencies and units to deploy specific tasks and work and control the progress of implementation at the project.
Urgently work with the Ministry of Finance to supplement state budget capital according to regulations to implement the procurement of medical equipment, information technology, and other necessary tasks;
Strengthening the capacity of investors and project management boards (PMB); implementing 2 projects on schedule, ensuring quality is the main responsibility of investors and PMB; it is necessary to focus on consolidating and improving capacity and human resources for implementation.
At the same time, direct investors and the Management Board to coordinate with contractors and related units to seriously focus resources and increase human resources to complete the two projects on schedule.
Make a detailed daily progress table, report to the Ministry of Health on the progress every week, specifically stating the number of human resources, details the content of construction implementation at the site, arising issues and solutions.
Direct the investor and the Management Board to coordinate with the fire prevention and fighting police agency immediately during the process of constructing electromechanical machinery, installing equipment... to ensure that the 2 projects meet the conditions and are accepted for fire prevention and fighting when completed.
The Ministry of Health directs Bach Mai Hospital and Viet Duc Hospital to proactively prepare for professional and technical work; organize recruitment and training of human resources to prepare conditions for effective operation of the two hospitals immediately after the two projects are completed and handed over for use.
The Ministry of Finance closely coordinates with the Ministry of Health to immediately handle capital sources according to regulations to ensure the progress of the implementation of tasks and activities of the two projects.
The People's Committee of Ha Nam province continues to closely coordinate with the Ministry of Health, investors, management agencies, and relevant agencies to support the implementation of necessary tasks and work to ensure that after the two projects are completed and put into use smoothly and effectively.
The Ministry of Health periodically reports to the Prime Minister monthly on the progress, situation, and implementation results of the two projects, noting to clearly identify the causes, propose and recommend specific solutions for handling.
