This afternoon (February 5), the regular Government press conference for January 2025 took place in Hanoi.
Chief of Office, Spokesperson of the Ministry of Home Affairs Vu Dang Minh said that on December 31, 2024, the Government issued Decree 178/2024/ND-CP on policies and regimes for cadres, civil servants, public employees, workers and armed forces in implementing the organizational arrangement of the political system. After that, the Ministry of Home Affairs issued a circular guiding Decree 178.
On January 4, the Ministry of Home Affairs advised the Government's Steering Committee on the summary of the implementation of Resolution 18 to issue a document guiding and urging ministries, branches and localities to stipulate specific criteria and conditions according to the characteristics and situation of each ministry, branch and locality so that on that basis, combined with the assessment in the last 3 years, people can be selected to continue to work and people to be reorganized to have appropriate calculation plans and roadmaps.
Regarding the funding source for implementing policies for cadres, civil servants and public employees during the process of restructuring the apparatus, Mr. Vu Dang Minh said that right from the drafting of Decree 178, the Ministry of Home Affairs asked for opinions from the Central Steering Committee on summarizing the implementation of Resolution 18, and asked for opinions from General Secretary To Lam on the plans.
"We are very concerned about whether we have enough money to do it or not. In the impact assessment, the Ministry of Home Affairs found that, in 5 years, the expected source of funding from the state budget to pay for policies and regimes for retirement and termination cases is still lower than the source of funding from the state budget to pay for salaries and other expenses if they continue to work. Thus, we still ensure a balance of funding sources for payment," said the Spokesperson of the Ministry of Home Affairs.
Regarding the opinion that "some people receive high support, some receive low support", Mr. Vu Dang Minh stated that there are very specific regulations in Decree 178 of the Government and Circular 01/2025 of the Ministry of Home Affairs guiding policies in the arrangement of organizational apparatus.
According to the representative of the Ministry of Home Affairs, the amount of benefits received upon retirement or termination of employment will vary depending on each person's current monthly salary, length of service with social insurance, and early retirement time.
Mr. Vu Dang Minh informed that in order to implement policies and regimes for cadres when streamlining the apparatus, the Government's Steering Committee on summarizing the implementation of Resolution 18 has issued a document requesting ministries, departments, branches and localities to urgently develop and promulgate specific criteria suitable to the characteristics, situation and reality, associated with the assessment of cadres, civil servants and public employees.
"Ministries, departments, branches and localities need to assign responsibility to Party committees, authorities and heads of agencies, organizations and units employing cadres, civil servants, public employees and workers under their management to decide on those who must quit their jobs due to organizational restructuring, staff streamlining, restructuring and improving the quality of cadres, civil servants and public employees," said Mr. Vu Dang Minh.
Accordingly, currently, ministries, branches and localities have specific plans on arrangement, organization and very specific numbers.
Regarding the calculation of personnel for which positions, the Spokesperson of the Ministry of Home Affairs said that it is necessary to wait for the National Assembly to approve the organizational structure before the Government issues a Decree stipulating the functions, tasks, and powers of ministries and branches.
"Ministries that are not subject to consolidation also need a new Decree to regulate their functions, tasks, and powers because they also need to adjust their internal apparatus. The Ministry of Home Affairs will wait for the decision of the competent authority to have an accurate report on the number of people to be streamlined," Mr. Vu Dang Minh added.
