According to information from the Ministry of Home Affairs on February 12, one of the key tasks of this ministry in February 2025 is to advise the Steering Committee to summarize Resolution No. 18-NQ/TW of the Government to direct ministries, ministerial-level agencies, and agencies under the Government to submit to the Government for promulgation of Decrees stipulating the functions, tasks, powers and organizational structure of ministries, branches and specialized agencies under People's Committees at all levels;
Complete the plan to reorganize the apparatus according to the direction of the Government Steering Committee, ensuring no interruptions or omissions in work, and put into operation from March 1, 2025.
At the same time, advise and guide the implementation of issued policies on organizational arrangement associated with streamlining staff, restructuring and improving the quality of staff, civil servants and public employees according to job positions.
Notably, the Ministry of Home Affairs will focus on completing the Government's Report on the preliminary review of the work of arranging administrative units at district and commune levels in the 2023-2025 period; guiding and urging 51 localities recently approved by the National Assembly Standing Committee to urgently arrange the organization, assign civil servants and public employees, and handle public assets after the arrangement to ensure early stability for the organization of Party Congresses at all levels in 2025.
The Ministry of Home Affairs will also continue to review and propose plans to merge district and commune-level administrative units for those administrative units that do not meet the criteria on area and population according to Resolution No. 35/2023/UBTVQH15 of the National Assembly Standing Committee to proactively plan the arrangement of district and commune-level administrative units in the 2026-2030 period.
Regarding the arrangement of district and commune-level administrative units in the 2026-2030 period, in mid-January 2025, Deputy Prime Minister Nguyen Hoa Binh requested that based on the report of the Ministry of Home Affairs, competent authorities will issue new or amend and supplement documents guiding the continued implementation of the arrangement of administrative units in the 2026-2030 period, in order to thoroughly resolve difficulties in the 2023-2025 period and create favorable conditions for the organization of implementation in the new period.
Ministries and ministerial-level agencies are required to focus on resolving difficulties, problems and proposals and recommendations from localities on the arrangement of district and commune-level administrative units in the 2023-2025 period to promptly report to competent authorities on issues arising beyond their authority.
In addition, urgently arrange and perfect the organizational structure, staff, civil servants, public employees, and workers at agencies, organizations, and units in district- and commune-level administrative units after the arrangement.
Localities also need to review and prepare necessary conditions for developing a master plan for the arrangement of administrative units at district and commune levels for the 2026-2030 period.
Deputy Prime Minister Nguyen Hoa Binh noted that the number of district and commune-level administrative units subject to rearrangement in the 2023-2025 period but not yet proposed by localities should be reviewed to ensure maximum rearrangement in the 2026-2030 period.
