Implementing the Project of the Central Public Security Party Committee on "Continuing to arrange and streamline the organization of the Public Security apparatus of units and localities to operate effectively and efficiently, meeting the requirements and tasks in the new period"; Official Dispatch of the Ministry of Public Security on guiding the arrangement and assignment of district-level Public Security officers; Bac Ninh Provincial Police has strictly implemented the contents of the Project according to regulations, ensuring compliance with the set plan and progress.
Colonel Nguyen Huu Hung, Deputy Secretary of the Party Committee, Deputy Director of the Bac Ninh Provincial Police, said that, closely following the direction of superiors, on February 10, 2025, the Bac Ninh Provincial Police issued a Plan to implement Project No. 25 and instructions from the Ministry of Public Security.
The implementation process ensures the principle of arrangement and assignment must be based on the overall assessment and evaluation of the staff, consideration and comparison within the leadership and command team at the same level to select personnel to ensure standards, conditions, criteria, higher prestige and the ability to best meet requirements and tasks; mobilize and strengthen officers to the commune-level police.
In which, it mainly enhances cadres with appropriate capacity and work experience, meeting the requirements and tasks at the grassroots level, being knowledgeable and familiar with the working area.
Based on the principles and orientations for arranging and assigning cadres, based on the proposal of the district-level police and professional departments, the Standing Committee of the Bac Ninh Provincial Police Party Committee has agreed to arrange and assign cadres, according to a new organizational model.
Accordingly, up to now, 8 district-level police units and 74 team-level police units under the district-level police have been dissolved.
Regarding the organization of the new apparatus of the Provincial Police, there are 26 department-level units; 121 commune-level police (reaching the rate of 11 police officers/units at the commune level) and 4 industrial park police stations. After the arrangement, 8 comrades applied for retirement benefits (7 comrades at the department head level and 1 comrade at the deputy department head level)...
Currently, Bac Ninh Provincial Police have reported to the Ministry of Public Security for consideration and approval of the policy of personnel arrangement and arrangement. After the Ministry of Public Security approves the plan, the Provincial Police will carry out the personnel work process and implement it according to the new organizational model from March 1, 2025.
Along with that, to maintain security and order assurance and ensure inter-working connectivity, in the immediate future, the Provincial Police will arrange departments according to the force system; build Security forces, Investigation Police, Administrative Management Police... continue to perform tasks at the district level, assign department heads to manage and assign tasks.
Colonel Nguyen Huu Hung affirmed that with the arrangement of the local police apparatus from 3 levels into 2 levels (no district-level police organization), adjusting the motto from "S upright province, comprehensive district, commune sticking to the grassroots", to the motto "Comprehensive province, strong commune, sticking to the grassroots", Bac Ninh Provincial Police will comprehensively solve all security and order situations in the locality, consolidate a safe and healthy environment, effectively serving the tasks and goals of socio-economic development of the province.
