Vietnam's Internet speed is among the Top 20 in the world; the 5G coverage rate reaches nearly 59% of the population.

On the morning of December 25, the Central Steering Committee on science, technology development, innovation and digital transformation (Central Steering Committee) held a conference to summarize the work in 2025 and key tasks and solutions in 2026.

According to the report of the Central Steering Committee, the implementation of Resolution No. 57 in 2025 has created clear changes in awareness and behavior in the entire political system, demonstrated in promoting the role of science, technology development, innovation and digital transformation.

Ministries, branches, central and local agencies have carried out 1,227/1,298 tasks, reaching 95%. Basic institutions and policies are unveiled with a large volume of legal documents, decrees, and circulars issued simultaneously, creating enthusiasm and confidence for the community of science, technology and innovation.

By the end of 2025, the proportion of online and full-process online public service provision at the central level will reach 53.3% and 31.36%; at the local level will reach 93.9% and 45%. The rate of people and businesses using online public services has increased sharply, reaching 77% at the Ministry level; 86.7% at the provincial level; thereby saving costs of about 4,100 billion VND.

Digital transformation to serve the activities of the political system is promoted. To date, 8/12 national databases and 32/105 specialized databases have been created; there are platforms and focused databases for exploitation and reuse; 58 other specialized databases are being deployed.

Internet speed is among the Top 20 in the world; 5G coverage rate reaches nearly 59% of the population, the proportion of adults using smartphones is estimated at 81.5%; forming the National Data Center No. 1.

In the field of science, technology and innovation, a methodical approach has been shaped, a direction in line with international trends, selecting a number of units with potential as a point for human resources; at the same time, expanding international cooperation, promoting the innovation ecosystem, mobilizing domestic and foreign resources.

By the end of 2025, the country will have nearly 79,000 technology enterprises, of which 51,984 enterprises are in operation; 962 enterprises will be granted certificates of scientific and technological enterprise recognition; more than 90% of enterprises will invest in research, development/technology innovation.

However, the Central Steering Committee assessed that some inter-sectoral tasks are still difficult, especially tasks related to data integration, platform sharing and resource allocation. Some documents have not been issued on schedule, some newly issued policies need further detailed guidance. There is a big difference in the level of digital transformation between the central and local governments, between localities.

The quality of the entire online public service in some ministries and branches is still limited, even very low. The construction of a number of national databases and specialized databases is still in progress.

Data is not yet connected, not cleaned/standarized synchronously; the list of priority databases according to the need for administrative procedure reform and management and operation has not been clearly defined. Human resources for information technology and digital transformation are lacking and weak, especially at the commune level.
