The General Secretary emphasized the need for a clear strategy for the development of the private economic sector in line with the current development level of the economy.

Proactiveness, creativity, daring to think big, and striving are still limited

On the afternoon of March 7, in Hanoi, General Secretary To Lam had a working session with the Central Committee for Policy and Strategy on private economic development.

At the meeting, Secretary of the Party Central Committee, Head of the Central Policy and Strategy Commission Tran Luu Quang presented an assessment report and proposed strategic solutions to create a breakthrough in private economic development in the coming time.

Delegates shared their opinions, assessments and proposed a number of solutions to develop the private economy.

Concluding the working session, General Secretary To Lam basically agreed with the content of the report of the Central Committee for Policy and Strategy, which outlined and highly appreciated the enthusiastic and useful contributions of delegates and economic experts.

Emphasizing that our country's private economy has made remarkable progress in development and maturity, contributing greatly to the economy and the process of national renewal and development, however, according to the General Secretary, the private economic sector still has some limitations and weaknesses, such as:

The private economic sector of our country is large in quantity but still has many limitations in scale, potential, competitiveness, especially international competition; lack of leading and leading enterprises in important sectors and fields of the economy; Internal linkages and linkages with other weak economic regions;

In addition to private enterprises, the number of more than 5 million individual business households is very large, but "do not want to be big", "not willing to be big" due to constraints and concerns about regulations and procedures;

Proactiveness, creativity, daring to think big, and rising up in most small and medium-sized enterprises in the private economic sector are still limited.

Developing a Resolution on private economy to submit to the Politburo

Regarding solutions for private economic development, General Secretary To Lam highly appreciated the 10 groups of solutions proposed by Head of the Central Committee for Policy and Strategy Tran Luu Quang, the solutions are quite comprehensive, with many good quality contents and strategic orientation.

General Secretary To Lam noted a number of contents:

First, it is necessary to change thinking and awareness to change the way of "behaving" and acting, specific policies for this important economic sector, it is necessary to affirm that the private economy is the most important driving force, especially for growth;

Second, there must be a clear strategy for the development of the private economic sector in line with the current development level of the economy, with the country's geoeconomic and geopolitical space and taking into account changes in the world's geoeconomics and geopolitics to ensure that the private economy has enough development potential with adaptability, resilience and high competitiveness;

Third, it is necessary to focus on improving a basic step of infrastructure and human resources to serve general development. Infrastructure includes hard infrastructure such as transportation, urban areas, industrial parks... and information, data, and data infrastructure to serve connectivity, digital transformation and apply smart technology, creating general favorable conditions for all businesses to develop.

There needs to be a very specific policy to train human resources in general, especially developing high-quality human resources and talented human resources in the direction of developing key areas;

Fourth, the key to creating a breakthrough is to remove institutional bottlenecks, quickly improve the investment and business environment, remove barriers and obstacles to the development of businesses, and consistently implement the viewpoint of "people and businesses are allowed to do what the law does not prohibit";

Fifth, it is necessary to focus on building and effectively implementing national programs to promote the development of this area. In particular, it is necessary to help small and medium-sized enterprises quickly become large enterprises;

Sixth, it is necessary to continue to innovate and strengthen the leadership role of the Party and the management role of the State, especially to thoroughly and effectively resolve shortcomings and weaknesses in the organization of the implementation of the Party's resolutions, conclusions and directives. We must put the Party's resolutions into practice quickly and truly.

The General Secretary suggested that the Central Policy and Strategy Committee actively coordinate with the Government Party Committee and agencies in developing a Resolution on the private economy to submit to the Politburo for promulgation.
