Unanimously assess the stature and significance of the 14th Congress
On November 11, at the Party Central Committee Headquarters, General Secretary To Lam chaired a meeting with the Documents Subcommittee and the Party Charter Subcommittee to present to the 14th National Party Congress, according to VNA.
At the meeting, the Standing Editorial Board of the Subcommittees presented the Report on receiving, explaining, and completing the draft Political Report; Reported the core and important contents in the draft Report summarizing the work of Party building and implementation of the Party Charter.
Regarding the Political Report, General Secretary To Lam emphasized and agreed on the significance of the 14th Congress. This is a Congress closely linked to the country's context after 40 years of implementing the renovation process, 50 years of completely liberating the South and unifying the country, 80 years of founding the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam, 95 years of founding the Party, towards the 100th anniversary of the founding of the Party, opening a new era of development - the era of the Vietnamese people's rise, that is the era of development, the era of prosperity and wealth under the leadership and rule of the Communist Party, the people believe, are proud to join hands and unite to successfully build a peaceful, independent, democratic, prosperous, civilized, happy Vietnam, firmly advancing towards socialism, standing shoulder to shoulder with the world powers.
The General Secretary stated that the top priority in the new era is to successfully implement the strategic goals by 2030, Vietnam will become a developing country with modern industry and high average income; by 2045 it will become a developed socialist country with high income; strongly arouse national spirit, spirit of self-reliance, self-confidence, self-reliance, national pride, aspiration for rapid and sustainable national development; closely combine national strength with the strength of the times.
Preventing and combating corruption, waste and negativity "non-stop, without rest"
Regarding the Report on Party building and implementation of the Party Charter, General Secretary To Lam stated that it is necessary to continue to improve the Party's capacity to formulate policies and guidelines, strongly innovate the promulgation, dissemination and implementation of Party resolutions, and make each newly issued resolution solve practical problems, reflect life, have leadership and pioneering qualities and be effectively implemented in practice, ensuring the development of new factors;
Promote administrative reform in the Party, apply information technology, and digital transformation in Party activities, creating a strong change in the work of building and rectifying the Party and a clean and strong political system, strengthening people's trust, and improving the Party's leadership, governance, and fighting capacity.
General Secretary To Lam emphasized the need to focus on perfecting the overall organizational model of the political system to meet the requirements and tasks in the new revolutionary period.
In particular, urgently implement Resolution No. 18 on streamlining the organizational apparatus with high political determination, drastic actions, and unity of thought of the entire political system.
The General Secretary requested to continue to strongly innovate the Party's leadership and governance methods over the political system, improve the Party's leadership capacity, governance capacity and fighting strength, and strengthen the people's trust in the Party.
General Secretary To Lam pointed out that it is necessary to strengthen discipline and order, promote decentralization, delegation of power, and control power closely and effectively; conduct inspections and supervisions with focus, key points, and breakthroughs; and promote the work of preventing and combating corruption, waste, and negativity with the motto "non-stop, non-stop", "no forbidden zones", and "no exceptions".
