Regarding the content of the apparatus arrangement, at the 11th Central Conference of Session XIII, the Central Executive Committee basically agreed with the proposed contents of the Politburo and the Scheme on the plan to merge the administrative unit at the provincial level, not the district -level organization, the merger of the commune -level administrative unit and the formulation of a 2 -level local government organization model; Arranging socio -political organizations, mass associations assigned by the Party and the State to the Vietnam Fatherland Front; arrange and streamline the organizational structure of the People's Court, the People's Procuracy; building a local party organization system; The policy of amending and supplementing a number of articles of the 2013 Constitution.
In particular, on the organizational structure of the local government 2 levels: Agreeing on the policy of organizing local governments 2 levels: provincial level (provincial and city -city provinces), commune levels (communes, wards and special zones directly under provinces and cities); At the end of the activities of the district -level administrative unit from July 1, 2025 after the Resolution amended and supplemented a number of articles of the 2013 Constitution and the Law on Organization of the local government in 2025 (amended) took effect.
The central government agreed to the number of provincial administrative units after the merger of 34 provinces and cities (28 provinces and 6 cities directly under the Central Government); The name and political - administrative center of the provincial administrative unit after arranging are determined according to the principles mentioned in the report and scheme of the Government Party Committee.
The central government agreed to merge commune-level administrative units to ensure that the whole country decreased by about 60-70% of the number of communal administrative units compared to today.
According to the Resolution No. 60-NQ/TW of the 11th Conference of the XIII Party Central Committee, the provincial administrative units did not merge:
Hanoi city; Hue city; Lai Chau province; Dien Bien province; Son La province; Lang Son province; Quang Ninh province; Thanh Hoa province; Nghe An province; Ha Tinh province; Cao Bang province.
