The Front is the People
On the morning of September 23, in Hanoi, the 1st Congress of the Vietnam Fatherland Front Party Committee and Central Trade Unions for the 2025-2030 term solemnly opened with the participation of 346 delegates representing more than 5,000 Party members in the Party Committee. General Secretary To Lam attended and gave a speech directing the Congress.
General Secretary To Lam emphasized that this is a special political event: the first congress of a new model, representing the great national unity bloc in the context of the entire political system being strongly transformed in the spirit of Resolution 18, streamlining the apparatus in the political system to operate effectively and efficiently.
The General Secretary emphasized that the Front is the people. The Front is the most widely gathered place for the masses - workers, farmers, women, the elderly, youth, teenagers, children, veterans; people of all ethnic groups, religions; intellectuals, businessmen, artists; overseas Vietnamese.
The strength of the Front is the strength of the people's hearts. The tradition of the Front is solidarity.
According to the General Secretary, we are entering the 2025-2030 term with a new requirement: synchronously restructuring the organization associated with innovating the method of operation; restructuring the space for socio-economic development by "rearranging the mountain goose" through the division of geography at the provincial and commune levels.
The General Secretary proposed to consistently have 3 guiding viewpoints:
First, take the people as the center, subject, goal and driving force of innovation. Every resolution and action program must answer: what practical benefits for the people, for each vulnerable group, for each specific community.
Second, combining democracy - discipline - rule of law. Expanding grassroots democracy, promoting social dialogue, along with discipline, enforcement, the rule of law, and respect for differences.
Third, shift from a formal movement to practical results, based on data and figures; prioritize models that can be replicated quickly, have a reasonable cost, have a great impact on life, and bring practical benefits to people.
Absolutely avoid formal movements, large gatherings, beautiful reports but thin results
The General Secretary suggested focusing on implementing 6 key areas:
First, perfect the organization and coordination mechanism "one task, one focal point, one period, one result". Complete the Regulations on coordination of work between 25 Party organizations under the Front Party Committee. It is necessary to clearly decentralize and delegate power; prevent overlap.
Eliminate the institutionalization of the Front organization; keep the principles of operation of the political system as stipulated in legal documents, in the Party charter and related regulations.
Second, consolidate and expand the great national unity bloc "no one is left behind".
Deploy the "Digital Front Portal" to receive recommendations 24/7; organize the "People's listen Month" at all levels and regions; establish a map to interact with people's issues.
Third, take care of people's lives with the people's key points and assign the main responsibility to each organization:
Employment - salary - labor safety assigned to the Trade Union; Green rural livelihood - digital agriculture - value chain assigned to the Farmers' Association; Family security - gender equality - prevention of violence assigned to the Women's Union; Youth start-ups - digital skills - community volunteers assigned to the Youth Union;
The house of gratitude - order, and community discipline assigned to Veterans and People's Public Security Veterans. Including the establishment of a provincial-level Community Emergency Assistance Fund; piloting community risk insurance for vulnerable groups; linking religion, businesses, and philanthropists into a transparent social welfare chain with social audits.
Political and social organizations operate in accordance with the criteria and purposes, clearly demonstrating the representation, mass, social - humanitarian, voluntary - democratic nature; for the noble goals of the nation, the country and the people.
Fourth, innovate the method of mass organization activities - combat the "reverse hat" between the Central and the grassroots.
Youth Union and Women's Union must expand the foundation of the pyramid: each industrial park has strong Youth Union and Union organizations; each school is a community service project with specific products; focus on learners, for knowledge; train young workers outside the state sector, digital youth.
Trade unions return to their true functions: periodic dialogue, substantial collective discussions, protection of workers' rights, building trade union institutions in residences and workplaces...
The General Secretary requested to absolutely avoid formal movements, large meetings, beautiful reports but thin results.
socio-political organizations and unions are the "common home" of each group of social communities operating according to expertise, profession, and field so that they are truly united, have a strong identity, and have a high professional nature...
Fifth, institutionalize into a mandatory process for the policy: People know - people discuss - people do - people inspect - people supervise - people benefit; Issue a set of criteria "3 public - 3 supervision": publicize goals - resources - progress; supervision by the people - Front - press.
All social security programs have deadlines, output standards, and impact indexes; at the end of each quarter, they must be publicly evaluated and consulted with beneficiaries with the participation of representatives of workers, businesses, authorities, the Fatherland Front, and unions.
Sixth, discipline is enforced, practical competition - inspection to the end. Apply the formula of 3 Facts - 3 Reps - 3 Reps: Easy to understand - easy to remember - easy to do; Refy goals - Refy responsibilities - Refy deadlines; Refy input - Refy output - Refy impacts.
Each member organization registers for "big results in each quarter", "biological breakthroughs in each year"; publicly on the electronic monitoring board. Strengthen inspection, supervision, rewards - strict discipline; do not make excuses to replace others, do not avoid collisions, do not chase achievements.
The General Secretary suggested that the Congress discuss carefully and thoroughly, only through targets that we are sure can be achieved and done well. The target is small but clear, measurable, and spreadable.
The Resolution of the Party Committee of the Fatherland Front, Central organizations are not copies of the draft Resolution of the 14th Congress; must have the identity of the Front, characteristic of the great national unity bloc, easy to remember - easy to do - easy to check. Don't let the Resolution "be beautiful on paper"; everyone immediately knows what to do tomorrow, next week, next quarter.
The General Secretary emphasized that in all periods, people's hearts are at peace and stagnate. Protecting the Party's ideological foundation, strengthening people's trust, preserving cultural identity, promoting creativity and compassion - those are the soft but extremely solid defenses of the country.
The Front is a place to connect the Party, State and people; a place to turn right policies into right actions, right results.
What the General Secretary hopes for most in this term is to clearly see changes at the grassroots level: fewer meetings; more work and action; fewer slogans, but more results; fewer procedures, more smiles from the people.
