The Ministry of Foreign Affairs said that on the afternoon of May 16, 2025, at the Party Central Committee Headquarters, General Secretary To Lam received Thai Prime Minister and Party leader for Thailand (Pheu Thai) Paetongtarn Shinawatra, who are on an official visit to Vietnam and co-chaired the 4th Vietnam - Thailand General cabinet Session.
General Secretary To Lam believes that the visit will open a new, more extensive and effective phase of cooperation between the two countries; thanked Thailand for always accompanying and supporting Vietnam in the process of regional and international integration, as well as creating favorable conditions for the Vietnamese community living and studying in Thailand.
Prime Minister Paetongtarn Shinawatra affirmed that he always appreciates the friendship and good cooperation between the two countries, as well as between the two countries' senior leaders.
The Prime Minister informed General Secretary To Lam about the results of the 4th General Affairs Session and talks and meetings with Vietnamese leaders, especially the issuance of a Joint Statement to upgrade the Vietnam - Thailand relationship to a Comprehensive Strategic Partnership.
General Secretary To Lam emphasized that Vietnam always attaches importance to and wishes to promote friendship and multifaceted cooperation with Thailand - the leading trade and investment partner. The upgrading of relations to a Comprehensive Strategic Partnership is a historic event, opening a new chapter in the relationship between the two countries, meeting the development requirements in the new period.

Regarding the cooperation orientation in the coming time, the General Secretary suggested that the two sides continue to strengthen political trust through promoting cooperation through all channels of the Party, State and people-to-people exchanges; regularly exchanging delegations, high-level contacts and at all levels; effectively maintaining the mechanism of joint cabinet meetings and existing bilateral cooperation mechanisms; studying upgrading or establishing new cooperation mechanisms.
The General Secretary proposed strengthening the connection between the two economies, considering this an important pillar of bilateral cooperation; promoting the implementation of the "Three Connectivity" Strategy, expanding cooperation in green economy, digital economy, innovation; encouraging investment and business in each country.
Regarding national defense and security, the two sides need to strengthen cooperation, crime prevention, promote negotiations and signing of cooperation agreements; commit not to allow individuals or organizations to use the territory of one country against another, for the stability and development of each country and the region.
The General Secretary also emphasized the need to strengthen close coordination in regional multilateral mechanisms and Mekong cooperation frameworks, especially the GMS and ACMECS, to build a united, unified ASEAN that plays a central role in the region.
Prime Minister Paetongtarn Shinawatra affirmed that Thailand will actively coordinate with Vietnam to concretize the Comprehensive Strategic Partnership framework, especially in the fields of economy, crime prevention, and coordinate positions at regional and international forums.
On this occasion, Prime Minister Paetongtarn Shinawatra respectfully invited General Secretary To Lam to visit Thailand. The General Secretary thanked and said that the visit would be arranged at an appropriate time.
