On the morning of December 9, 2025, at the Party Central Committee Headquarters, General Secretary To Lam worked with the Standing Committees of the Subcommittees to prepare for the 14th National Party Congress.
Representatives of the Subcommittees reported on: (i) The preparation for the Congress in the recent past and the work that needs to be completed according to the schedule before the Congress. (ii) Proposals related to the content of the work of the Subcommittees. (iii) Receiving comments to supplement and complete draft documents submitted to the Congress.
From October 15, 2025 to November 15, 2025, the draft documents submitted to the 14th National Party Congress have been publicly published in the media to seek comments from National Assembly deputies, the Fatherland Front, socio-political organizations, cadres, party members and the people; including private meetings to seek opinions from groups of veteran cadres, civil servants, intellectuals, scientists, businessmen...
The total had nearly 5 million comments with over 13 million comments. The basic opinions were highly in agreement with the draft Documents submitted to the 14th National Party Congress. In particular, it is necessary to express consensus and appreciation for the integration of the content of 3 documents (including the Political Report, the Socio-Economic Report, the Party Building Summary Report) into a unified and synchronous Political Report; at the same time, there are many opinions contributing enthusiasm and intelligence with a high construction spirit to the country's development orientation in the coming time. The Standing Committees of the Subcommittees have received as much reasonable and reasonable opinions to revise, supplement, and complete the draft Documents to be submitted to the 14th National Party Congress.

After listening to the reports and opinions of the delegates attending the meeting, General Secretary To Lam, on behalf of the Politburo and the Secretariat, highly appreciated the results and praised the efforts, efforts, and high sense of responsibility for the work of the Subcommittees; requested the Subcommittees to continue to direct strongly to complete all work on schedule, prepare well the conditions to successfully organize the 14th Congress, focusing on a number of issues:
1. Strengthen information and propaganda work on the 14th National Congress. Ensure the coverage of positive information, strengthen the trust of cadres, party members and people in the Congress; create unity within the Party, consensus in society, together aim and act for the national development goals. Strengthen the prevention of bad and toxic information, fight against reactionary, incorrect arguments, fight against the division of the great national unity bloc.
2. The Document Subcommittee and the Party's Charter Subcommittee continue to review and complete the Documents, ensuring that the content of the documents fully meets the requirements that the Politburo and the Secretariat have given opinions at previous meetings; report to the Party Central Committee for comments at the 15th Central Conference to complete the report to the Congress.
At the same time, there are 2 major issues that need to be studied and developed to seek the Central Committee's opinion in the coming time: (1) Summarizing a number of theoretical and practical issues of the 100th anniversary of the Vietnamese revolution under the leadership of the Party. (2) Summarize 40 years of implementing the foundation for national construction in the transitional period to socialism. These are important theoretical and practical summaries to prepare for the 15th National Party Congress. This must begin immediately after the 14th Congress.
3. The Human Resources Subcommittee continues to complete work related to personnel work to submit to the 15th Central Conference. The Central Organizing Committee reviews the Congress's Working Regulations, Election Regulations at the Congress, and personnel records related to the Congress.
4. The Organizing Committee serving the Congress needs to have a comprehensive, scientific plan, have a chart to monitor work from now until the Congress, and clearly assign responsibilities. The Central Party Office reviews all documents and tasks for the 14th Congress, clearly assigns tasks before, during and after the Congress, ensuring to avoid negligence and leftovers.
