The above orientation was stated by Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen when delivering his concluding speech at the 34th Conference of the Ho Chi Minh City Party Executive Committee, term XI, on the afternoon of December 4.

Mr. Nguyen Van Nen emphasized his determination to implement the plan to reorganize and streamline the Party and government apparatus, and affirmed that this is a key task to build a more effective administrative system, meeting people's expectations.

According to the Secretary of the Ho Chi Minh City Party Committee, the restructuring of the administrative apparatus needs to be carried out with the highest sense of responsibility and maximum effort. "We need to take advantage of the time to study carefully, find every way to implement, and not retreat. If we do this, people will trust the Party more" - Mr. Nguyen Van Nen expressed.

Despite receiving many supportive opinions, there are still some concerns about the possibility that the merger will affect the achievements that the units have achieved. However, the Secretary of the Ho Chi Minh City Party Committee affirmed that the current arrangement contents have been set out in Resolution 18 of 2017 of the 12th Party Central Committee.

“Normally, a resolution will be reviewed after 5 years and summarized after 10 years. Therefore, an early summary does not mean being hasty, but as General Secretary To Lam said, there are now sufficient conditions and mindset to implement, creating a solid foundation to enter a new era,” said Mr. Nguyen Van Nen.

The Secretary of the Ho Chi Minh City Party Committee emphasized that in the process of arranging the staff, it is necessary to avoid the situation of "running around", causing negative reactions and impacts. "All arrangements need to be fair and transparent, especially paying attention to policies for cadres who have dedicated themselves for many years but do not continue to take on new jobs" - Mr. Nguyen Van Nen said.

Mr. Nguyen Van Nen also emphasized the responsibility of leaders at all levels in developing support policies for cadres who are no longer in use, while creating opportunities for capable people to be promoted to suitable positions.

In response to the concerns of some officials, Mr. Nguyen Van Nen called for unity and efforts to overcome difficulties: "If we put the interests of the nation, people and the people first, all personal worries will be lighter."

Comparing the arrangement process to the work of a football coach, the Secretary of the Ho Chi Minh City Party Committee advised: "Like the players, each cadre needs to do well in their current role to be selected. If they want to be in the first team, they need to shine and prove their ability. No matter what team they are in, the spirit of dedication must still be maintained."

Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen also suggested that in the coming time, Ho Chi Minh City should focus on perfecting and consolidating an honest, streamlined, and effective government apparatus, associated with building a professional administration to serve the people.

The city will streamline its staff, publicize job positions, and strengthen decentralization, delegation, and responsibility of agencies and units. Administrative reform, digital transformation, and promoting the responsibility of leaders will be promoted.

At the same time, Ho Chi Minh City strongly implemented policies to attract talent and build breakthrough mechanisms to make good use of people with outstanding abilities outside the Party.

According to the direction of streamlining the apparatus of Ho Chi Minh City, the government will merge 11 departments into 5 departments and terminate the operation of 2 departments. At the same time, a number of other administrative agencies under the Ho Chi Minh City People's Committee will be rearranged.

For the Party bloc, there will be 27 affiliated party committees, a reduction of 24 party committees compared to the present.
