This is one of the contents emphasized in Official Dispatch No. 190/CD-TTg of Prime Minister Pham Minh Chinh on the drastic implementation of solutions to increase supply, reduce housing and real estate prices, and stabilize the market.
The Prime Minister assigned the Ministry of National Defense and the Ministry of Public Security to proactively coordinate with localities to deploy investment in housing construction for the armed forces, ensuring the completion of the target assigned by the Prime Minister to complete housing for the armed forces by 2030.
According to the target assigned by the Prime Minister in Decision No. 444/QD-TTg, in 2025, the Ministry of National Defense was assigned to start construction of 252 apartments, the Ministry of Public Security was assigned 3,000 apartments. From 2026 to 2030, each year the Ministry of National Defense and the Ministry of Public Security are assigned to complete 2,000 apartments.

Recently, Hanoi City has agreed on 26 locations and planning locations with a total land use scale of over 150 hectares, corresponding to about 33,363 apartments to invest in building houses for the People's Public Security force. The goal is to meet the housing needs of the armed forces of the Ministry of Public Security according to the identified target of 33,750 units by 2030.
Implementing the assigned targets, the Ministry of Public Security has recently implemented a number of investment projects to build houses for the police armed forces.
Typically, on October 9, the investment project to build houses for the police armed forces at the OCT1 and OCT3 plots of land in Xuan Phuong Urban Functional Area, Xuan Phuong Ward, Hanoi officially started construction.
The project has a total construction investment of about 11,021 m2. The project includes two buildings with 25 floors and three basements, providing a total of 818 apartments.
Previously, on August 14, the Ministry of Public Security held a groundbreaking ceremony for the project to build houses for the armed forces of the People's Public Security on Nguyen Trai Street, Khuong Dinh Ward.
The project has a total construction floor area of 54,081 m2; a population of about 1,200 people, expected to arrange about 408 apartments. The project implementation progress is from the third quarter of 2025 to the second quarter of 2027.
On August 18, in Duong Noi ward, a groundbreaking ceremony for the project to build houses for the People's Armed Forces Police force took place at plot 6.2 of the S4 subdivision planning, Le Trong Tan street.
The project has a land use scale of 11,263m2, building 3 blocks of 30-storey social housing with about 1,056 apartments.
For the army, the Ministry of National Defense has compiled the demand for social housing in the entire army at 76,686 apartments, and proposed to use 46 land plots (including 35 defense land plots and 11 land plots handed over by the locality), with a total area of about 200 hectares to develop housing for the armed forces. There have been 34 provinces and cities proposed to arrange land funds with a total area of about 359 hectares.
Currently, a number of typical social housing projects are being implemented such as: Social housing project in Uy No commune, Hanoi, with a scale of 466 apartments, invested by 319 Corporation, expected to be completed in 2026; Him Lam Phuc Loi social housing project, Hanoi, with a scale of 1,080 apartments, expected to start construction in the first quarter of 2026; social housing project at 324 Ly Thuong Kiet, Ho Chi Minh City, with a scale of 1,254 apartments, expected to be completed by the end of 2025...
