Minister of Home Affairs Pham Thi Thanh Tra has just signed and issued Official Letter 14/CV-BCD in 2025 of the Steering Committee for the arrangement of administrative units at all levels and building a model of organizing local government at 2 levels of the Government, guiding the resolution of difficulties and problems in operating the model of organizing local government at 2 levels.
In the document, the Ministry of Finance was assigned to synthesize and submit to competent authorities to balance the budget, ensure funding sources for the task of restructuring the apparatus, streamlining the payroll and resolving the regime and policies for those who retire according to the regime in Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP.
The document also clearly stated that the Ministry of Finance promptly guides the resolution and removal of difficulties and obstacles according to its authority for local recommendations on working headquarters and means of service for cadres, civil servants and public employees after the reorganization.
According to information from the Ministry of Home Affairs, currently, ministries, branches and localities have reviewed and implemented policies and regimes for cadres, civil servants, public employees and armed forces in the process of implementing the restructuring of the apparatus of the political system.
Synthesized reports from central and local agencies as of June 30, there were 57,158 people, of which 43,207 people had quit their jobs (retired and quit their jobs). 25,611 people have received money (reaching a rate of 62.39%, excluding the police and military forces) with a total amount of VND 26,947 billion.
In the coming time, the Ministry of Home Affairs will continue to monitor, synthesize, and guide according to its authority the implementation of the regimes and policies stipulated in Decree No. 178/2024/ND-CP.
In Hanoi, Director of the Department of Home Affairs Tran Dinh Canh said that the city has received 2,005 applications for cadres, civil servants, and public employees to retire and enjoy the regime of Decree No. 178-NQ/CP (amended and supplemented by Decree No. 67-ND/CP).
However, up to now, the City People's Committee has issued decisions for 525 cases. The remaining documents are in the process of being reviewed and appraised.
"For this, the city must consider each file specifically, all documents must be very careful," said Mr. Tran Dinh Canh.
According to the Director of the Hanoi Department of Home Affairs, the remaining 1,480 dossiers are being considered. However, the city determined that the budget expenditure for this is very large, with 525 people recently approved for documents, the city has had to spend nearly 700 billion VND. In Ho Chi Minh City, the Department of Home Affairs said that it has so far received and appraised proposals from 40 agencies and units, thereby unifying 1,218 cadres and civil servants eligible for early retirement benefits according to Decree 178/2024 and Decree 67/2025 of the Government.
Currently, Ho Chi Minh City is conducting a comprehensive review of the team of cadres, civil servants, public employees and workers in the political system.
According to the plan, in the next 5 years, Ho Chi Minh City aims to reduce at least 20% of the number of cadres, civil servants, and public employees receiving salaries from the budget, equivalent to a streamlining rate of about 4% per year.
Regarding the number of cadres and civil servants at the provincial and commune levels (including the Party, mass organizations and government sectors), it is expected that after the arrangement, the provincial level will reduce more than 18,440 cadres and civil servants compared to the number assigned by competent authorities in 2022.
The commune level (commune, ward, special zone) will reduce more than 110,780 positions of cadres and civil servants compared to the total number of positions at the district and commune levels in 2022 due to job position arrangement, staff streamlining, and regime retirement according to regulations.
