On November 13, continuing the 8th Session, the National Assembly discussed in the hall the investment policy of the National Target Program on Drug Prevention and Control until 2030.
Speaking at the meeting, delegate Nguyen Anh Tri (Hanoi City Delegation) highly supported this program. This is a continuation of the implementation of the unfinished Drug Prevention Program for the period 2021-2025.
Delegate Nguyen Anh Tri said that currently, drug abuse is becoming more complicated and difficult than before, posing a challenge to the whole society.
We need to focus more and more deeply on prevention than on fighting drugs. In prevention, we need to communicate, educate and pay attention to communication not only in schools but also in unions, agencies, companies, especially women's associations at all levels and associations of the elderly.
"I have experience working on social issues, especially with young people, and influencing mothers is extremely effective," said delegate Nguyen Anh Tri.
According to Mr. Nguyen Anh Tri, we must prevent the buying and selling of drugs on social networks. This is a new form but very deep and wide.
In addition, attention should also be paid to the drug issue when using new tobacco products (electronic cigarettes, heated tobacco products and others…). All new types of tobacco products pose a risk of being a means of drug use.
“According to the documents I have compiled and contacted scientists, there is a place in heated tobacco devices to use cannabis. In particular, there is a hybrid cigarette, which means an electronic cigarette with heated tobacco.
Therefore, the risk of mixing drugs between e-cigarettes and heated cigarettes is the same. Therefore, do not be negligent or ignore heated cigarettes" - the delegate of Hanoi City clearly stated.
The delegate hopes that the Ministry of Public Security will approve this program to prevent drug use through new cigarettes.
Two days ago, during a question-and-answer session with National Assembly deputies, Minister of Health Dao Hong Lan said that the situation of mixing drugs into e-cigarettes is becoming increasingly complicated, causing many serious consequences for society.
Minister Dao Hong Lan said that according to statistics from the Ministry of Public Security, in 2023, there were 86 cases with 155 people being prosecuted for putting drugs in e-cigarettes. In the first 3 months of 2024 alone, the police agency prosecuted 33 cases with 73 people being prosecuted for this behavior.
