On September 25, the Government Portal reported that Deputy Minister of Home Affairs Truong Hai Long had just provided information on the operation of local government at both levels and measures to remove and improve the effectiveness and efficiency of state management.
According to Deputy Minister Truong Hai Long, up to now, localities have completed the arrangement and consolidation of People's Councils and People's Committees at the provincial and commune levels; established 465 specialized agencies under the People's Committees of 34 provinces and cities and 9,916 specialized departments under the People's Committees of 3,321 communes, wards and special zones.
32/34 localities have established 3,139 Public Administration Service Centers (PPC Centers) at the commune level; Hanoi and Quang Ninh operate according to the model of a one-level PVHCC Center and organize branches or PVHCC points.
The total number of employees at the Commune-level PVHCC Centers of 32 localities is 24,382 people; on average, a Commune-level PVHCC Center is assigned 6 full-time staff.
The resolution of policies for the team of cadres and civil servants after the reorganization has been seriously implemented and initially restructured, improving the quality of the team.
The work of arranging housing, supporting travel conditions, and working means for cadres and civil servants in many localities has been given attention and gradually ensured stability.
In the coming time, the Ministry of Home Affairs requests that heads of ministries, branches and localities focus on directing strongly, prioritizing resources to comprehensively and synchronously implement administrative reform work, completing assigned goals and tasks in 2025.
Strengthen inspection, monitoring, assessment and regularly review and grasp the implementation of administrative reform tasks in the process of operating local governments at both levels to promptly take measures to remove them, improve the effectiveness and efficiency of state management.
Strengthen process restructuring, digitize records and documents and upgrade the information system for handling administrative procedures to improve the quality of online public service provision, especially procedures related to residence, household registration, driver's license, land, and enterprise; deploy receipt and settlement of administrative procedures regardless of administrative boundaries within the provincial level.
Regularly train and guide the grassroots, especially at the commune level; inspect and supervise the implementation of handling administrative procedures in accordance with regulations, avoiding congestion.
Continue to study and propose the Government to issue documents amending and supplementing regulations on organizational apparatus, staffing, recruitment, assessment, planning, training, and fostering cadres according to new regulations of the Politburo so that localities have a basis for consensus in implementation.
For localities, it is necessary to urgently perfect the positions of cadres and civil servants at the commune level, ensure the number, both working and drawing experience, promptly propose solutions to improve the efficiency of cadre work, ensuring the smooth and effective operation of the local government apparatus at both levels.
"The Ministry of Home Affairs will take the lead in advising the Government Party Committee to report to the Politburo to review and complete regulations on job positions and staffing framework for cadres and civil servants in the 2026-2030 period for ministries, branches and localities to implement," said Deputy Minister Truong Hai Long.
