General Secretary To Lam - Head of the Central Steering Committee on preventing and combating corruption, waste and negativity has just signed and issued Instruction No. 63-HD/BCDTW of the Steering Committee guiding a number of key contents on preventing and combating waste.
Instruction 63 outlines wasteful behaviors that need to be focused on in-depth direction for prevention and control.
First is the violation of leadership, direction, management and use of public finance and public assets, causing waste.
Second, wasteful behavior related to the development and promulgation of institutions on the management and use of public finance and public assets.
Third, wasteful behavior in the management and use of the state budget.
Fourth, the act of causing waste in the management and use of public investment capital; investment in construction, procurement, management and use of public assets.
In this behavior, the guidance emphasizes the fact that: Investment decision has not been decided by the competent authority as prescribed; The investment decision or decision to adjust the programs and projects is not in accordance with the contents of the objectives, locations, capital structure, exceeding the total investment in the investment policy that has been decided by the competent authority. The Central Steering Committee monitors and directs the handling of cases and incidents that cause serious and complicated waste
Instruction No. 63 also states the scope and mechanism for coordinating and directing the handling of cases and incidents that cause waste.
Accordingly, the Central Steering Committee directly monitors and directs the handling of cases and incidents that cause serious and complicated waste, of which public opinion is interested, in one of the following cases:
Firstly, it involves many departments, ministries, branches, central agencies; provinces and centrally run cities; causing serious, very serious or especially serious consequences.
Second, related to senior leaders of the Party, State and Vietnam Fatherland Front; cadres under the management of the Politburo and the Secretariat.
Third, there are signs of law violations during the process of inspection, examination, auditing, and litigation that can distort the results of investigation, prosecution, trial, and handling of cases; cases of waste that have had judgments and decisions that are legally valid but have complaints, denunciations, recommendations, and requests for review, causing public outrage.
Fourth, other serious and complicated wasteful cases and incidents that the Central Steering Committee and the Standing Committee of the Central Steering Committee consider need to be directly monitored and directed.
