Talking to the press, Mr. Hoang Dang Quang - Member of the Party Central Committee, Standing Deputy Head of the Central Organization Committee - emphasized that the 14th Congress is of particularly important significance and a turning point, a special milestone on the development path of our country.
That historical mission sets very high requirements in the Party's personnel preparation work, to build a core contingent of cadres with sufficient qualities, capacity, and prestige to lead and direct the successful completion of revolutionary tasks in the new development phase of the country.
Accordingly, the personnel preparation work of the 14th Central Executive Committee (BCHTW) has been proactively carried out early by the Politburo and the 13th Central Executive Committee, in accordance with the Party's regulations, ensuring science, rigor, comprehensiveness, objectivity, transparency, promoting democracy, intelligence, and reasonableness between standards and structure, between inheritance, stability and development.
Mr. Hoang Dang Quang said that at the 10th, 11th, and 12th Central Conferences, the 13th Central Executive Committee democratically, thoroughly and highly unanimously discussed and issued the Strategy for personnel work of the 14th Central Executive Committee of the Party; clearly defining the viewpoints, requirements, principles, standards, conditions, structure, quantity, and personnel procedures of the 14th Central Executive Committee of the Party.
This is a particularly important basis and political basis for the Politburo, the Secretariat, and the General Secretary to lead and direct the implementation of personnel work of the 14th Central Committee of the Party, with new viewpoints, principles and requirements.
In which, strengthening the Party's leadership, maintaining principles, discipline, and order, going hand in hand with promoting and expanding democracy; ensuring direct, comprehensive, regular, continuous, and close leadership of the Party Central Committee, the Politburo, the Secretariat and the General Secretary.
The 14th Central Committee of the Party must be a clean and strong collective, truly united, highly unified in will and action; steadfast in the goal of national independence, socialism and the Party's renovation guidelines, closely attached to the people.
Personnel work must be carried out scientifically, methodically, impartially, objectively, comprehensively, and effectively according to the motto: Doing each step, each task, each stage, each group of titles from low to high, doing as much as possible; introducing re-election first and then introducing participation for the first time...
The Politburo and the 13th Central Committee of the Party have reached a very high consensus on the structure and number of the 14th Central Committee of the Party, which needs to have a reasonable structure, meeting the requirements of leadership and direction in implementing political tasks of agencies, units, and localities; ensuring comprehensive leadership, inheritance, transition, innovation, and continuous development of the contingent of high-level leaders of the Party; Party committees, agencies of the National Assembly, ministries, branches, the Fatherland Front, socio-political organizations, and some other important organizations at the Central level, provincial and city Party committees must have personnel participating in the Central Committee of the Party; at the same time, it is necessary to strengthen and supplement reasonably the number of Party Central Committee members for Party committees at the Central level, some ministries, branches, localities and places implementing merger and acquisition.
Personnel work is prepared meticulously, scientifically, and in accordance with regulations.
Mr. Hoang Dang Quang said that, based on the direction of personnel work of the 14th Central Committee of the Party, the Politburo has oriented personnel introduction for agencies, units, and localities to carry out the process of introducing personnel to participate in the 14th Central Committee of the Party (official and supplementary, re-elected and first-time participation) at their agencies, units, and localities; directing functional agencies to conduct appraisal, examination, and thorough and thorough review of the personnel introduced according to regulations.

At the 13th, 14th, and 15th Central Conferences, the Politburo and the Party Central Committee considered, voted, and unanimously introduced personnel (re-elected and participating for the first time; official and supplementary) and officially approved the Report and list of nominations of the 13th Central Committee of the Party on personnel to be submitted to the 14th Congress for consideration and election of the 14th Central Committee according to regulations.
According to Mr. Hoang Dang Quang, personnel work of the 14th Central Committee of the Party has been prepared elaborately, seriously, cautiously, meticulously, scientifically, and in accordance with regulations, but very drastically, both meeting the immediate requirements of streamlining the organizational structure and demonstrating a strategic vision in building a high-level cadre team of the Party, with sufficient qualities, capacity and prestige to lead the country to develop quickly and sustainably in the new situation.
