The Central Committee discussed a group of issues on continuing to reorganize the apparatus of the political system, reorganize administrative units and organize local governments at 2 levels;
Next, the Central Committee worked in the Group, discussing a group of issues on preparation for the 14th Congress and the election of the 16th National Assembly, and electing People's Councils at all levels for the 2026 - 2031 term, including the Project and Report:
(1) Draft Political Report of the 13th Party Central Committee at the 14th National Congress of the Party.
(2) Draft Report "Summary of some theoretical and practical issues on the process of socialist-oriented innovation in the past 40 years in Vietnam".
(3) Draft Report on the assessment of 5 years of implementing the 10-year Socio-Economic Development Strategy 2021 - 2030; directions and tasks for socio-economic development in the 5-year period 2026 - 2030.
(4) Draft Report of the 13th Party Central Committee summarizing the work of Party building and implementation of the Party Charter to submit to the 14th National Congress of the Party.
(5) Personnel work direction of the 14th National Party Congress.
(6) Amend, supplement and replace Directive No. 35,CT/TW, dated June 14, 2024 of the Politburo on party congresses at all levels towards the 14th National Party Congress.
(7) Project on the direction of electing 16th National Assembly deputies and People's Council deputies at all levels for the 2026 - 2031 term.

Arrange provincial-level administrative units; plans to arrange and reorganize commune-level administrative units; functions, tasks, powers, and organizational apparatus of provincial and commune-level authorities; on the system of party organizations, unions, People's courts, People's Procuracies; on the arrangement, arrangement of cadres and implementation of policies and regimes for cadres; on management and use of public assets after arrangement.
