Building our Party to become increasingly clean and strong
Member of the Party Central Committee, Standing Deputy Head of the Central Organization Committee Hoang Dang Quang had an exchange with the press regarding the implementation of the Party Charter for 15 years (2011-2025).
Mr. Hoang Dang Quang said that, based on the practical summary of the Central Government and Party committees and Party organizations throughout the Party, the implementation of the Party Charter in 15 years (2011 - 2025) has achieved many very important and comprehensive results, ensuring the comprehensive leadership of the Party over the State and society.
First, the Party Charter and regulations and guidelines of the Central Government are organized to study and thoroughly grasp seriously and promptly, associated with the implementation of resolutions of the XI, XII, XIII Congresses and resolutions, regulations, and conclusions of the Central Government, ensuring synchronicity, unity and continuity from the Central Government to the grassroots level.
Second, the system of regulations and guidelines of the Central Government is increasingly complete, synchronized, and practical.
Third, the management of party members has been strengthened and disciplined; the work of educating, training and screening party members has been carried out more closely.
Fourth, the principles of the Party are basically maintained.
Fifth, the regulations on Party organization in the Vietnam People's Army (VPA) and the Vietnam People's Police (VPA) are consistent with the organizational structure of the VPA and the reality and specifics of Party building work in these Party committees, ensuring the absolute and direct leadership role of the Party in all aspects towards the Army and Police and promoting the core role of the armed forces in firmly protecting the Fatherland, ensuring political security, maintaining social order and safety, and maintaining national sovereignty, meeting the requirements of leadership and direction in the new situation.
Sixth, the work of inspection, supervision and enforcement of Party discipline has been promoted and strictly implemented; the discipline and order of the Party have been maintained and strengthened.
The Standing Deputy Head of the Central Organization Committee emphasized that the implementation of the Party Charter in 15 years (2011 - 2025) has achieved many very important, comprehensive and fundamental results, directly contributing to building our Party to become increasingly clean and strong; maintaining and consolidating solidarity and unity throughout the Party; improving leadership and power capacity, meeting the requirements of national development in the new period.
Supplementing and amending the Party Charter is a very big and important issue.
Mr. Hoang Dang Quang said that the process of summarizing the implementation of the Party Charter in the past time shows that the contents of the Party Charter are basically consistent with reality; the regulations and guidelines of the Central Government are specific and favorable in implementation, ensuring the leadership and ruling role of the Party, meeting the requirements of Party building and political system building in the new situation.
However, the process of implementing the Party Charter still has some limitations. From the reality of building, rectifying the Party and perfecting the political system, many new and unprecedented issues have been and are being raised, which need to be studied, summarized, and specifically regulated for unified implementation.
In general, the contents of the Party Charter and the regulations and guidelines of the Central Government are basically appropriate, but need to continue to be reviewed, summarized, and clarified to ensure unity, synchronization, and feasibility in implementation organization.
At the 12th and 13th Party Congresses, although not amending the Party Charter, the Congress decided to assign the Central Executive Committee to concretize many important and urgent contents and issues of the Party through regulations and guidelines of the Central Government to solve difficulties and obstacles in practice and decide on revolutionary issues of the Party.
The 10th Central Conference, the 13th Central Executive Committee, thoroughly discussed, comprehensively analyzed, and highly agreed: The supplementation and amendment of the Party Charter is a very large and important issue, which needs to be prepared very carefully, scientifically, researched methodically and thoroughly, and carried out simultaneously with the research, supplementation, and development of the Party's Platform when our Party celebrates its 100th anniversary.
The Standing Deputy Head of the Central Organization Committee said that the Central Committee unanimously proposed not to supplement or amend the Party Charter at the 14th Party Congress; based on summarizing the work of implementing the Party Charter, it is proposed that the 14th Party Congress assign the 14th Central Executive Committee to direct functional agencies to continue to deploy research and summarize the practice of implementing the Party Charter right from the beginning of the term, to report to competent authorities for consideration and proposal of supplementing and amending the Party Charter at a suitable time.
