The Conclusion raises the requirement to focus the highest resources to continue to synchronously perfect institutions related to functions, tasks, powers, and organizational structure of agencies, units, and organizations in the political system to develop the country quickly and sustainably; the determination of authority and responsibility of the National Assembly, the Government, executive agencies, judicial agencies, and inter-etat authority between 3 levels (central, provincial, and commune levels) for each field, eliminating overlaps and removing tasks, ensuring synchronization, unity, and clarity according to the conclusions of the Central Committee, in accordance with the draft documents submitted to the 14th National Party Congress and the 2013 Constitution (amended and supplemented in 2025).
